    Three main factors explain public support for EU membership: utilitarian expectations, the role of values and ideas, and class partisanship.     On 1 May 2004 ten candidate countries changed their status to that of new Member States. Eight of them – the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia – had been communist regimes only 15 years previously.     In May 2003, Slovakia produced the highest percentage of ‘yes’ votes ever in an EU accession referendum, although turnout was only just above the 50 per cent necessary for it to be valid.
