The DRR early days interview
Purpose The transcript was developed in the context of a United Nations Office for Disaster Risk Reduction (UNDRR) project on the history of disaster risk reduction (DRR). Design/methodology/approach The transcript provides an overview of the development of the field and changing paradigms in this regard. Findings The transcript contributes to documenting the history of disaster studies as a field of scholarship and disaster risk reduction as a f…

Fire risk reduction on the margins of an urbanizing world
Purpose Globally, over 95% of fire related deaths and injuries occur in low- and middle-income countries. Within informal settlements, the risk of fire resulting in injury or death is particularly high. This paper examines fire risks in informal settlements in New Delhi and Cape Town, and tented informal settlements in Lebanon. Design/methodology/approach Our analysis draws on primary sources, secondary literature, statistical data and qualitativ…
Data schemas for multiple hazards, exposure and vulnerability
Purpose Using risk-related data often require a significant amount of upfront work to collect, extract and transform data. In addition, the lack of a consistent data structure hinders the development of tools that can be used with more than one set of data. The purpose of this paper is to report on an effort to solve these problems through the development of extensible, internally consistent schemas for risk-related data. Design/methodology/appro…
Role of local actors in Wash (water, sanitation and hygiene) during disaster recovery
There is a paucity of empirical insights on how existing policies in disaster recovery and water, sanitation and hygiene (WASH) play out during disaster recovery in the Global South. This paper addresses this critical gap using the case study of 2013 Cyclone Phailin in Odisha. The data was collected through participatory and learning action tools and semi-structured interviews with key informants. This study found pervasive exclusion of women and…
Emergent groups and spontaneous volunteers in urban disaster response
Spontaneous responses by self-organizing, “emergent” voluntary groups and individuals are a common feature of urban disasters. Their activities include search and rescue, transporting and distributing relief supplies, and providing food and drink to victims and emergency workers. However, informal actors are rarely incorporated into formal disaster and humanitarian planning. This paper reviews the current state of knowledge concerning the nature …
Private needs, public responses
Purpose – The purpose of this paper is to explore the experiences of vulnerable people during flood events, impacts of changes in mobility on well-being and the extent to which frontline services, emergency planning officers and other service providers allocate resources for vulnerable members of the community to meet the challenges posed by floods. Design/methodology/approach – In-depth qualitative interviews carried out with 15 vulnerable resid…
Attitude before method
Many agencies working on disaster risk reduction use vulnerability and capacity assessment (VCA) to identify vulnerable groups, to assess their needs and capacities, and to develop appropriate programmes and policies. In theory, VCA offers a good opportunity to incorporate disabled people's needs and resources in counter-disaster programming. This paper seeks to establish and explain the extent to which disability is included in VCA in practice. …
Managing chronic crises and chronic hazard conditions
Chronic crises are an emerging concept that is increasingly being referenced in research and practice. Chronic crises display characteristics of both disasters and development, and require more specialized and effective management and interventions. For management purposes, chronic crises are proposed here to be disasters that have exceeded a certain threshold of longevity, or negative development outcomes that have exceeded a certain threshold o…
Disability and public shelter in emergencies
This paper reviews current practice regarding people with disabilities in public (or communal) emergency shelter management. It shows that provision for disabled people generally fails to meet their needs and describes the main problem areas. These problems are set in the context of management and staff failings as well as underlying weaknesses in disaster management structures as a whole. The latter include outdated attitudes towards disability,…

Mainstreaming disaster mitigation
This paper discusses the implications for organisational learning of recent research on NGO activity in natural disaster mitigation and preparedness. It identifies several institutional and other barriers to NGO learning. However, personal networks in NGOs are often strong, and determined and well-placed individuals can push significant innovations through. Greater emphasis on this human factor may be the key to mainstreaming disaster mitigation …
NGO Initiatives in Risk Reduction
NGOs appear to be well placed to play a significant role in natural disaster mitigation and preparedness (DMP), working, as they do, with poorer and marginalised groups in society. However, there is little information on the scale or nature of NGO DMP activities. This paper reports the findings of a study seeking to address that gap. It confirms that NGOs are involved in a diverse range of DMP activities but that a number of them are not labelled…
