  • CFLip

Open Access•Yu Li, Li Yu et al.•ARTICLE•IEEE Transactions on Computational…•2026

Lipreading refers to translating the lip movements observed in a video of a speaker into corresponding textual outputs, providing a visual alternative to auditory communication for individuals who are deaf or hard of hearing. Existing lipreading methods typically independently learn the lip movements of each speaker. This results in the model being highly sensitive to the individual visual features (lip color/shape) of the speakers in the trainin…

  • Analysis of Soil Detachment Capacity Under Freeze–Thaw Conditions by Applying Three Experimental Design Methods

Open Access•Wanbao Shi, Kuandi Zhang et al.•ARTICLE•Land Degradation and Development•2026

Soil detachment is a key subprocess of soil erosion and is significantly influenced by freeze–thaw cycles. However, studies on soil detachment capacity under alternating freeze–thaw conditions are limited, and most existing research adopts time‐consuming full‐factorial designs. This study employed three experimental designs (Taguchi method, orthogonal design, and full‐factorial design) to investigate soil detachment capacity under freeze–thaw con…

  • Tilting‐Tracking Photovoltaic Systems Mitigate Soil Degradation Risks While Maintain Native Vegetation Productivity Across All Reshaped Micro‐Zones in a Desert Steppe

Open Access•Huang Fei, Fei Huang et al.•ARTICLE•Land Degradation and Development•2026

Unlike fixed photovoltaic systems, which can only form one ground rainwater accumulation micro‐zone, the tilting‐tracking photovoltaic systems (TT‐PVS) can create two rainwater accumulation micro‐zones (west and east edges). However, the impacts of TT‐PVS on ecological restoration in arid areas remain poorly understood. This study assessed TT‐PVS impacts on soil quality and plant growth in a desert steppe. Soil quality indices (SQIs) were quantif…

To modernize budgeting system is a challenge issue in many developing countries. To some scholars (Schick, 1998a, 1998b; Ma, 2009a), developing countries must first put into place basic budgetary controls before moving to more advanced models of budgeting. This approach of “basic first,” however, is questioned by others (e.g., Andrew, 2006). Drawing on China's recent budget reforms, this essay reconfirms the validity of the “basics first” approac…
