Do Estimates of Women’s Control over Income and Decisionmaking Vary Across Nationally Representative Survey Programs
Empowering women is an explicit aim of Sustainable Development Goal (SDG) 5 and underpins 12 of the 17 SDGs. It is also a key objective of other pan-national agreements, such as the Comprehensive African Agriculture Development Programme. Tracking global progress toward these goals requires being able to measure empowerment in ways that are consistent and comparable—both within and across countries. However, empowerment is a complex concept, hard…
The Group‐Related Collective Agency Scales ( GCAS ‐23 and GCAS ‐12)—Full and Short Form Scales for Construct Measurement
Collective agency refers to a group's perceived ability to come together, establish common goals or shared interests and take action to attain those goals/interests. Given the absence of rigorously developed scales available to measure the social construct, the aim of this study was to clarify the conceptualization of collective agency and to identify both long and short scales that actors can employ to measure collective agency. Using a rigorous…
Enhancing agency and empowerment in agricultural development projects
Development interventions increasingly include women's empowerment and gender equality among their objectives, but evaluating their impact has been stymied by the lack of measures that are comparable across interventions. This paper synthesizes the findings of 11 mixed-methods impact evaluations of agricultural development projects from South Asia and sub-Saharan Africa that were part of the Gender, Agriculture, and Assets Project, Phase 2 (GAAP2…
The Time-Use Agency Scale
Global health and development interventions often are predicated on the reallocation of women's time for the achievement of program objectives; yet research and programs have paid limited attention to women's preferences for and agency over their time use. This study aims to develop and validate an instrument to measure time-use agency. It follows a sequenced approach involving qualitative and quantitative research, with exploratory and confirmat…
Variation in women’s attitudes toward intimate partner violence across the rural–urban continuum in Ethiopia
Little is known about the effects of urbanization on women’s attitudes toward intimate partner violence (IPV). The scarcity of empirical studies on this relationship can be partly attributed to the lack of an objective measure of urbanization levels. In this study, we investigate the effects of urbanization on Ethiopian women’s attitudes toward IPV using four continuous measures of urbanization: nightlight intensity, distance to urban areas, tota…
Development and validation of a health and nutrition module for the project‐level Women's Empowerment in Agriculture Index (pro‐Weai+HN)
Agricultural development projects increasingly aim to improve health and nutrition outcomes, often by engaging women. Although evidence shows such projects can improve women's and children's health and nutrition and empower women, little is known about their impacts on women's health- and nutrition-related agency and the extent to which impacts emerge through women's empowerment, largely due to a lack of instruments that measure the dimensions of…
Measuring Women's Empowerment
Time use, or how women and men allocate their time, is an important element of empowerment processes. To extend this area of study, this article proposes and explores the concept of time-use agency, which shifts the focus from the amount of time individuals spend on activities to the strategic choices they make about how to allocate their time. It draws on 92 semi-structured interviews from three qualitative studies in Benin, Malawi and Nigeria t…
Measuring Time Use in Developing Country Agriculture
This paper discusses the challenges associated with implementing time-use surveys among agricultural households in developing countries and offers advice on best practices for two common measurement methods: stylized questions and time diaries. Using data from Women’s Empowerment in Agriculture Index (WEAI) surveys in Bangladesh and Uganda, it finds that stylized questions do not always produce shorter interviews compared to time diaries, and rec…
Empowerment in agricultural value chains
Women's participation and empowerment in value chains are goals of many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We adapt the survey-based project-level Women's Empowerment in Agriculture Index (pro-WEAI) to measure women's and men's empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines and to investigate the correlates of…
Development of the project-level Women’s Empowerment in Agriculture Index (pro-Weai)
With growing commitment to women's empowerment by agricultural development agencies, sound methods and indicators to measure women's empowerment are needed to learn which types of projects or project-implementation strategies do and do not work to empower women. The Women's Empowerment in Agriculture Index (WEAI), which has been widely used, requires adaptation to meet the need for monitoring projects and assessing their impacts. In this paper, t…
Measurement properties of the project-level Women's Empowerment in Agriculture Index
Women's empowerment is a process that includes increases in intrinsic agency (power within); instrumental agency (power to); and collective agency (power with). We used baseline data from two studies-Targeting and Realigning Agriculture for Improved Nutrition (TRAIN) in Bangladesh and Building Resilience in Burkina Faso (BRB)-to assess the measurement properties of survey questions operationalizing selected dimensions of intrinsic, instrumental, …
Context and measurement
Using data from two culturally distinct locales, Bangladesh and Ghana, we investigate whether men and women who report sole decision making in a particular domain experience stronger (or weaker) feelings of autonomous motivation—measured using the Relative Autonomy Index (RAI)—compared to those who report joint decision making. Used primarily in psychology, the RAI measures the extent to which an individual’s actions are intrinsically or extrinsi…
The Women’s Empowerment in Agriculture Index
The Civilian Conservation Corps in Arizona
Information concerning the nomenclature, classification, and function of Civilian Conservation Corps soil-erosion features has been derived from archival sources and informant interviews. Included are feature classes, terminology, construction techniques, and function, as explained by the soils experts at the time they were built. A historic context is included here as a baseline for future work
