  • Management Practices and Implementation Challenges in District Education Directorates in Ghana

Open Access•Minahil Asim, Sheena Bell et al.•ARTICLE•Educational Administration…•2024

Background: Subnational actors and organizations are crucial mediators of policy implementation due to their proximity to schools. However, in low- and middle-income country contexts, little is known about their management practices and factors that shape the adoption of these practices to improve education delivery. Purpose: We explore the management context of five District Education Directorates in Ghana, and the factors that enable or constra…

  • The “Missing Middle” of Education Service Delivery in Low- and Middle-Income Countries

Minahil Asim, Karen Mundy et al.•ARTICLE•Comparative Education Review•2023

Research in the context of decentralization has primarily focused on the role of school-based actors in improving educational outcomes for students in low- and middle-income countries (LMICs). The role of the “middle tier,” such as subnational staff at the regional or district levels of educational leadership within the education bureaucracy, has not been systematically understood. We conduct a rigorous review of academic and gray literature in t…

Open Access•Karen Mundy, Andy Green et al.•BOOK•Handbook of Global Education Policy•2016

This chapter provides a short overview on the history of global Education For All (EFA) efforts, progress in achieving the six EFA goals, and international aid for EFA policies. It shows that, despite modest movement in achieving the EFA goals, some of it due to explicit policies and actions undertaken by governments, international agencies, donors and non‐governmental organizations (NGOs) since Dakar, the progress has been uneven. Much of the br…

  • Public Private Partnerships in Education

Susan Robertson, Susan L Robertson et al.•BOOK•Public Private Partnerships in…•2012

Far from simply being a form of cost sharing between the "state" and the "market," PPP has been celebrated by some, and condemned by others, as the champion of change in the new millennium. This book has been written by the best minds in education policy, political economy, and development studies. They convincingly argue that public private partnership represents a new mode of governance that ranges from covert support of the private sector (vou…

  • Civil society, basic education, and sector-wide aid

Karen Mundy, Megan Haggerty et al.•ARTICLE•Development in Practice•2010•Citada por: 3•Referencias: 3

Emerging trends in reforms of education-sector plans indicate a shift not only in how foreign aid is disbursed, but also in how civil-society actors engage in new policy and advocacy roles. This contribution examines these changing civil-society roles in four countries: Burkina Faso, Kenya, Mali, and Tanzania. While sector-wide approaches have created new opportunities for civil-society participation at the national level, this research suggests …

  • Global governance, educational change

    Karen Mundy•ARTICLE•Comparative Education•2007•Citada por: 36•Referencias: 39

In the last half decade, a rising literature has focused on the idea that processes of economic, political and social globalization require analysis in terms of governance at the global level. It is argued in this article that emerging forms of global governance have produced significant challenges to conventional conceptions of international relations. Educational multilateralism is an area that has been significantly affected by such challenges…

Karen Mundy, Mika Iga•ARTICLE•Globalisation Societies and…•2003•Citada por: 3

In this paper we consider the negotiating positions adopted by the US and Japan for the liberalisation of trade in educational services under the General Agreement on Trade in Services (GATS). We argue that the US adopts a position of hegemon and freerider in the development of a liberalisation regime in education. The aggressive character of the US position is profoundly influenced by: (1) a strong federal government level faith in service liber…

    Karen Mundy•ARTICLE•Comparative Education Review•1998

Explores the social foundations and contradictions of formal multilateralism in education since 1945. Discusses the emergence of UNESCO in the 1950s-60s as mediator between developing and donor nations, construction of an ideology linking educational and economic development, the rise of "basic needs" programming in the 1970s, and the erosion of redistributive multilateralism in the global economy.

  • Human Resources Development Assistance in Canada's Overseas Development Assistance Program

    Karen Mundy, Karen E Mundy•ARTICLE•Canadian Journal of Development…•1992•Referencias: 15

In 1987 the Canadian Government presented a new strategy for Canadian development assistance which put human resources development at the centre of Canadian aid activities. HRD was pronounced “the lens through which all development activities will be examined” and the “goal of the Canadian development assistance program.” This paper explores the domestic and international factors which have determined the selection of HRD as the focus for CIDA's …
