An evaluation of the environmental costs and benefits of conservation tillage
Scarcity and Growth Revisited
The analysis presented in this paper is concerned with the effect of resource scarcity on economic growth. After the notion of scarcity is defined and two measures of scarcity are introduced-unit cost and relative resource price-changes in the trend in resource scarcity for lead, zinc, nickel, aluminium, silver, iron, and copper in the 1960s, 1970s, and 1980s are investigated. Only for silver and iron is there any indication that such a change ha…
The Effects of the Timing of Nitrogen Fertilizer Application and Irrigation on Yield and Nitrogen Loss in Cotton Production
Nitrogen losses associated with the timing of the application of nitrogen fertilizer and the use of irrigation in the production of cotton in the United States are investigated. For nonirrigated production of cotton, nitrogen fertilizer applied during the fall or the spring realizes a significant loss compared with that applied during the growing season. There is no (statistically) significant evidence that more nitrogen fertilizer applied in the…
An Assessment of Planting Flexibility Options to Reduce the Excessive Application of Nitrogen Fertilizer in the United States of America
The analysis in this paper is directed at estimating the marginal value of a base acre, the nitrogen rate of fertilizer use, the corn yield, and the excess nitrogen fertilizer application rate under alternative policy options designed to encourage planting flexibility in response to changing relative agricultural commodity prices. Encouragement of planting flexibility via an option of detaching deficiency payments from the base acreage is an effe…
The Cost of Improving the Quality of the Environment
The analysis in this paper is directed at comparing the relative effectiveness of two different methods of meeting the Bush Administration's goals outlined in the Clean Air Plan. The analytical vehicle used in the analysis consists of a computable general equilibrium model composed of twelve producing sectors, thirteen consuming sectors, six household categories classified by income, a foreign sector, and a government. First, it is found that irr…
An Analytical Framework for Assessing the Benefits and Costs of Policies Related to Protecting Groundwater Quality
In this paper an analytical framework is presented that identifies the trade-offs that a regional authority desiring to improve groundwater quality is confronted with as it strives to balance the preferences of farmers and households. The basic rule developed indicates that the regional authority must choose a policy whereby any increase (decrease) in regional income is just equal to the decrease (increase) in net benefits to households
The Effects of Minimum Wages on the Distribution of Changes in Regional Employment in the United States
This study investigates the manner in which increases in the minimum wage have altered the distribution of employment and the sensitivity to short-run changes of employment among states in the United States. Further, by focusing on the distribution of employment and on how that distribution changes over the seasonal cycle, estimates of some aspects of the impact of the minimum wage that have not heretofore been analyzed have been developed. The e…
The Optimal Pricing of Undepletable Externalities
In this paper, the quasi-optimal Pareto solution resulting from the imposition of an emission standard on an undepletable (public good) externality is derived. The basic vehicle around which the analysis is performed is a competitive general equilibrium model in the Negishi framework. The solution proves to be Pareto quasi-optimal in the sense that consumers will have maximized their utility for the given emissions level
An Application of Quadratic Programming to Electrical Energy Production
The issue that is addressed concerns the potential cost savings to a portion of the United States if the economic advantages some regions possess in generating electrical energy are passed on to other regions. The basic conclusions include the argument that a misallocation of electrical energy among consumer sectors exists, that societal welfare could be increased if the industry were to operate from an aggregate power-system viewpoint, and final…
The Effects of Environmental Quality Standards on Pricing Electrical Energy
In this paper the effects of implementing environmental quality standards on the pricing of electrical energy is discussed. In a situation where the maximization of social welfare is the objective, the price, in any period, is set equal to the operating cost plus explicit and implicit environmental-quality costs plus amortization on any new generating capacity. Further, a sufficiently high combination of costs to meet environmental quality standa…
