Gender violence is a global human rights issue that presents serious risk to women in Pakistan. Multiple factors make leaving violence extremely challenging. In this study, women's marriage experiences in Pakistan, specifically their agency and autonomy to enter and terminate their marriages, were examined. Qualitative interviews with 15 women living in a shelter in Pakistan were used to analyze women's rights in marriage as articulated in the law and the manner in which they are experienced in practice. Welfare reform policies instituted in 1996 have significantly altered the context in which care is performed by diminishing resources available to poor mothers and places further limits on full-time caregiving as an option for them.
