Livelisystems
Human activity poses multiple environmental challenges for ecosystems that have intrinsic value and also support that activity. Our ability to address these challenges is constrained by, among other things, weaknesses in cross-disciplinary understandings of interactive processes of change in social-ecological systems. This paper draws on complementary insights from social and biological sciences to propose a "livelisystems" framework of multiscal…
Agricultural labour productivity, food prices and sustainable development impacts and indicators
In the last few years high and unstable food and agricultural commodity prices and concerns about population growth, increasing per capita food demands and environmental constraints have pushed agriculture and food production up national and international political, policy and research agendas. Drawing on both theory and empirical evidence, this paper argues that fundamental impacts of links between agricultural productivity sustainability and re…

The Malawi agricultural input subsidy programme
Malawi's implementation of a large-scale agricultural input subsidy programme has attracted significant international interest. This paper reviews the programme from 2005/06 to 2008/09. Nationwide disbursement of heavily subsidized fertilizers and seed to large numbers of beneficiaries represents a significant logistical achievement and substantially increased national maize production and productivity, contributing to increased food availability…

Coordination Risk and Cost Impacts on Economic Development in Poor Rural Areas
This paper addresses issues relevant to a critical problem in economic development: how to get rapid pro-poor economic growth in poor rural areas in Africa and South Asia where most of the world's dollar a day poor live. It examines constraints to the development of coordinated exchange systems in poor rural areas, focusing on the core problem of thin markets and low density of economic activity in these areas. Transaction cost and risk analysis …
Hanging in, stepping up and stepping out
In recent years understanding of poverty and of ways in which people escape from or fall into poverty has become more holistic. This should improve the capabilities of policy analysts and others working to reduce poverty, but it also makes analysis more complex. This article describes a simple schema which integrates multi-dimensional, multi-level, and dynamic understandings of poverty, of poor people's livelihoods, and of changing roles of agric…
Overcoming Market Constraints on Pro‐Poor Agricultural Growth in Sub‐Saharan Africa
In sub‐Saharan Africa, there is fairly broad agreement that increased investment in key public goods such as roads and communications infrastructure, agricultural research and water control will be required if revitalised agricultural development is to take place. However, it has proved more difficult to reach agreement on what needs to be done to improve the performance of agricultural markets. In this article we set out an agenda for investment…

Beyond Liberalisation
Institutions, Markets and Economic Co-ordination
This article explores policy applications of ‘new institutional economics’ theory in relation to markets and economic development. It argues for application of an analytical framework which instead of looking at institutions primarily in terms of their contributions to making competitive markets work better, sees such markets as one form of institution fulfilling exchange and co-ordination functions in an economy. A key element in this is recogni…
The Malawi 2002 food crisis
The recent food crisis in Malawi has drawn stark attention to the failures of development policies over the last forty years to create wealth and develop a robust economy or the markets on which such an economy must depend. Current market liberalisation policies have achieved at best mixed success in addressing the generic problems inhibiting smallholder agricultural development: low returns to farmers' and service providers' investments, with hi…
A Policy Agenda for Pro-Poor Agricultural Growth
Farm size and productivity in Malawian smallholder agriculture
This article contributes to the limited literature on farm size and productivity in smallholder agriculture in sub-Saharan Africa. Farm survey data, and the results from a linear programming farm-household model, provide evidence for a positive relationship between farm size and productivity in both labour-scarce and land-scarce smallholder farming in Malawi during the 1980's. The absence of an inverse relationship is explained in terms of failur…
