Hemispheric Security
The Obama administration will encounter in Latin America and the Caribbean Basin a new strategic environment, in which security issues will require innovative attention
Cuba's Ministry of Interior
Since the beginning of the Cuban Revolution, Raúl Castro and his Ministry of the Revolutionary Armed Forces (FAR) has sought to maintain at least operational control over state security, i.e., the Ministry of Interior (Minint). Between 1960 and 1989 FAR and Minint competed for resources and for the attention of the Revolution's supreme leader, Fidel Castro. In 1989 Raúl Castro was finally able to achieve his objective of absorbing Minint's operat…

Small States in World Politics
Have the changes of the past decade made this an easier or a more difficult world for small states as they pursue their foreign policy goals? To understand the foreign policies of small states, are new explanatory factors needed? Does the concept of the “small state” still have utility at all? Small States in World Politics addresses these questions, deftly analyzing the impact of new economic and political realities. Offering empirical richness …
Economic Reform and the Military
This article examines the involvement of the military in the economy during processes of economic reform and liberalization in non-democratic systems. The hypothesis is that the nature of this involvement is guided by regime survival strategies. Specifically, under dire economic conditions that necessitate liberalization measures, regimes will attempt to promote military loyalty and political survival by minimizing or offsetting the negative effe…
Explaining Latin American economic integration
This paper develops and tests explanations of the motivations that drove the process of economic integration known as Mercosur (Southern Cone Common Market). The hypotheses tested are those that focus on elite considerations of geo-political, political economic and domestic politics factors when deciding to participate in international economic integration. We find that policy elite in Mercosur member states have been primarily driven by domestic…
A Comparative Study of Civil-Military Relations in Cuba and China
This article attempts to fill a methodological and analytical void in the study of civil-military relations in Cuba. Specifically, it examines the impact of the Fuerzas Armadas Revolucionarias (FAR)'s growing role in the economy on civilian/party control. The case of China and the People's Liberation Army (PLA) offers an interesting comparison because of the breadth and depth of economic reforms and military participation in the economy. The PLA'…

From Fidelismo to Raulismo
Raúl Castro’s dominant role in restructuring and reorganizing Cuba’s military and economy demonstrates his growing indispensability for the survival of his brother’s revolution
Sino-Latin American Relations
Diplomatic and economic relations between Latin American countries and the People's Republic of China have become increasingly relevant for both sides, particularly in the areas of trade, investment, and scientific and technological cooperation. Relations have also intensified because of changes in the international balance of power; the PRC's Third World policy is shaped by the friction between the PRC and the world's great powers, including the…
Civil society and democratisation in comparative perspective
The literature on civil society and democratisation has concentrated on comparative studies among those countries undergoing a similar and, in many ways, simultaneous process of democratic transition and consolidation. But few have examined comparatively the question of democratisation in two regions of the world that have seen completely different patterns of political rule and evolution in the course of the past two decades: Latin America and t…
From dictatorship to democracy
This paper seeks to analyse the external sources of democratisation in Paraguay, specifically how the US contributed to regime change in that country. In the small and vulnerable countries of Latin America, like in Central America, the Dominican Republic, Haiti, and Paraguay, where the US played a portentous role in the rise, consolidation and demise of authoritarian regimes during the Cold War, Washington has also rendered a vital, but often neg…
