Ethics Management in Swedish Political Parties
Political parties are indispensable actors in representative democracy. However, trust in parties has declined in many democracies. Ethics management is a potential mechanism for parties to keep or strengthen public trust. Previous research about how parties have developed internal ethics mechanisms to promote organisational integrity is scant. This article explores how Swedish parliamentary parties use ethical strategies to uphold standards of c…
Extended building life cycle cost assessment with the inclusion of monetary evaluation of climate risk and opportunities
The buildings and construction sector account for a significant part of the total energy use and related greenhouse gas emissions. However, climate change mitigation often becomes secondary or completely disregarded in building design assessment as the primary concern of building owners are economic tenability. Therefore, this study introduces an Extended Life Cycle Cost Assessment that include monetary evaluation of climate risk and opportunitie…
Democracy and Technocracy in Sweden's Experience of the Covid-19 Pandemic
Sweden's management of the coronavirus pandemic, beginning in early 2020, has been much discussed because it deviated from other countries' equivalents. Set in the context of scholarly debate about the balance between politicians and experts in political decision-making, we argue that a necessary condition for this case of Swedish exceptionalism was the manner of policy-making adopted by the Swedish authorities. In this article, we describe this …
Promoting Ethics Management Strategies in the Public Sector
This article studies two Swedish organizations with key roles in the facilitation and promotion of ethics management vis-à-vis other public-sector organizations. The study offers insights into how organizations combine and prioritize ethics management measures, involve submanagement employees, and consider external stakeholders, in contexts of democratic governance and public concern about corruption. Our findings suggest that these types of bird…
Sweden and Coronavirus
The aims of this article are, first, to describe the Swedish authorities' strategy for dealing with the sudden onset of novel coronavirus in early 2020 and, second, to explain why that strategy differed markedly from those in nearly all other European countries. From an early stage, the Swedish government delegated decision making to the Public Health Agency, and its goal was to mitigate the effects of the virus rather than to suppress its spread…
Corruption and Corruption Control
Beyond Unidimensional Measurement of Corruption
This article discusses the effects of standard corruption measurement, as used in comparative research, for its accuracy in estimating and understanding corruption. Implicitly, standard measurements treat corruption as a one-dimensional phenomenon (measured by a single score) that can vary in incidence between countries (or other geographical entities), but not in form. Such measurements also tend to equate corruption with bribery. This article a…
Shut up and calculate
Educating new generations of physicists is often seen as a matter of attracting good students, teaching them physics and making sure that they stay at the university. Sometimes, questions are also raised about what could be done to increase diversity in recruitment. Using a discursive perspective, in this study of three introductory quantum physics courses at two Swedish universities, we instead ask what it means to become a physicist, and whethe…
A new approach to modelling student retention through an application of complexity thinking
Complexity thinking is relatively new to education research and has rarely been used to examine complex issues in physics and engineering education. Issues in higher education such as student retention have been approached from a multiplicity of perspectives and are recognized as complex. The complex system of student retention modelling in higher education was examined to provide an illustrative account of the application of complexity thinking …
Controlling Corruption in the Public Sector
Much of the literature on political corruption is based on indices such as the ones presented by Transparency International, but the reliability and validity of these indices are questionable. The main alternative approach – qualitative case studies – often lacks a theoretical framework allowing for systematic empirical analysis. To remedy this shortcoming, this article places qualitative case studies into the framework of principal‐agent theory.…
The Politics of Perception
The annual Corruption Perceptions Index (CPI), published by Transparency International (TI), has had a pivotal role in focusing attention on corruption. Despite recent critiques of the CPI, it remains highly influential on research into the causes of corruption and is also extensively used to galvanise support for measures to fight corruption. In this article we explore the CPI in more depth in order to highlight how the index has been used for p…
Studying the Risk of Corruption in the Least Corrupt Countries
This article provides a conceptual framework for studies of areas of politics and public policy in which political corruption is most likely to emerge (danger zones). The use of principal-agent theory in qualitative case studies is recommended. This approach gives attention to context, to the specifics of institutional design, and to individual choice as found in the "least corrupt" countries of the world
