Foreign policy options for a new South Africa
Progress towards the creation of a post‐apartheid South Africa raises questions about future foreign policy. In this article a framework for analysis and forecasting is developed. The basic assumption is that a future foreign policy will be driven by the kind of regime which will emerge in a New South Africa. This is a replication of Richardson, Kegley, and Agnew's cross-national study focusing on symmetry and reciprocity as characteristics of dyadic foreign policy behavior. This paper presents the results of a major attitude survey conducted among members of the Afrikaner elite in 1988. The findings are related to two questions: Why did President de Klerk's government change course, and can a negotiated settlement be achieved? Respondents displayed a significant loss of confidence in the ability of P. W. Botha's government to protect white interests or ensure Afrikaner survival. They could see both advantages and di…
