Civilizational Discourses in Weapons Control
Taking stock of national climate policies to evaluate implementation of the Paris Agreement
Many countries have implemented national climate policies to accomplish pledged Nationally Determined Contributions and to contribute to the temperature objectives of the Paris Agreement on climate change. In 2023, the global stocktake will assess the combined effort of countries. Here, based on a public policy database and a multi-model scenario analysis, we show that implementation of current policies leaves a median emission gap of 22.4 to 28.…
Reducing stranded assets through early action in the Indian power sector
Cost-effective achievement of the Paris Agreement’s long-term goals requires the unanimous phase-out of coal power generation by mid-century. However, continued investments in coal power plants will make this transition difficult. India is one of the major countries with significant under construction and planned increase in coal power capacity. To ascertain the likelihood and consequences of the continued expansion of coal power for India’s futu…
Techno-Racial dynamics of denial & difference in weapons control
This paper argues that there is an urgent need for postcolonial scholars to engage with the problem of arms control and disarmament. It is also an invitation for experts on arms control and disarmament to gain insights from existing postcolonial perspectives on problems of violence. A violence that is resurfacing with the simultaneous emergence of the ‘dynamic of difference’ through civilizational posturing of West and the Rest and the ‘dynamic o…

Human Rights as a New Standard of Civilization in Weapons Control
This article is an attempt to explore the intersecting dynamic of human rights and weapons control from a postcolonial perspective. It seeks to bring to the fore the contested terrain of human rights discourses within which grand proclamations of “Human Rights” as a “new standard of civilization” are being championed. At the same time in the field of security studies, an effort to rejuvenate “disarmament as humanitarian action” is mobilizing scho…
A new scenario framework for Climate Change Research
This paper describes the scenario matrix architecture that underlies a framework for developing new scenarios for climate change research. The matrix architecture facilitates addressing key questions related to current climate research and policy-making: identifying the effectiveness of different adaptation and mitigation strategies (in terms of their costs, risks and other consequences) and the possible trade-offs and synergies. The two main axe…
A new scenario framework for climate change research
The new scenario framework for climate change research envisions combining pathways of future radiative forcing and their associated climate changes with alternative pathways of socioeconomic development in order to carry out research on climate change impacts, adaptation, and mitigation. Here we propose a conceptual framework for how to define and develop a set of Shared Socioeconomic Pathways (SSPs) for use within the scenario framework. We def…
The West and the Rest’
This article attempts to reflect on arms control and disarmament as a civilizational practice. The provocation for this undertaking can be traced back to the growing popularity of civilization discourses. The article highlights the paradoxical tension within these discourses with, on the one hand, their proclamations of inter-civilizational conflicts based on failure to regulate and prohibit the proliferation of weapons and, on the other hand, th…
Practices of Legalization in Arms Control and Disarmament
It has long been assumed that progress toward arms control and disarmament is possible only after constituting legal frameworks from which such an action could be initiated. Although the legal framework regarding a particular weapon might be questioned for its effectiveness, the related practices of legalization themselves are rarely interrogated. This article problematizes practices of legalization in the field of arms control and disarmament. I…
Humanitarian Practices of Arms Control and Disarmament
This article dwells briefly on the positivist and critical security studies approaches to classifying practices of humanitarianism, arms control, and disarmament as old and new. It then expands on this classification by focusing on three specific constitutive practices of identity, expertise and security to demonstrate alignments of power forged between state and non-state actors as they navigate possibilities of creating a humanitarian space in …
