Alongside humanitarian motives, the pursuit of security is the main justification given by states for their foreign military interventions. This is constructed as an ‘export of security’, part of a strategy to combat material and ideological threats abroad in order to enhance the sending state’s security. Since the 1980s, the European Union (EU) has negotiated fisheries agreements with numerous maritime countries. These agreements stipulate the conditions under which the European fishing industry gains access to foreign territorial waters. The Euro-Crisis can be explained by the calamitous interaction of two neofunctionalist logics operating in the Eurozone since its inception: first, a logic of irreversible enlargement, and second, a logic of continuous deepening. This article argues that the reaction of the second Merkel government to the sovereign debt crisis in the Eurozone was conditioned by informal and formal policy commitments that were put into place by the preceding CDU/CSU and SPD Grand Coalition after the financial crisis of 2007/08. This article elucidates a fundamental feature of transatlantic relations during the Cold War: the presence of more than 250,000 U.S. troops in Europe, mainly in West Germany, from 1952 through 1990. The article explains why this unprecedented commitment was extended for such a long time, despite intense domestic debates in the United States in the 1960s and 1970s.
