  • Moving beyond the second-order election model

    Open Access•Arjan H Schakel, Valentyna Romanova•ARTICLE•Regional & Federal Studies•2023•Citada por: 5•Referencias: 47

In this introduction to the sixth annual review of regional elections we identify three generations of regional election studies that have applied the second-order election (SOE) model. First-generation literature finds that regional authority, territorial cleavages, and election (non-)simultaneity explain territorial heterogeneity in SOE-effects because they affect ‘what is at stake’ in a regional election. A ‘stake-based’ approach also underlie…

  • The 2020 regional elections in Ukraine

    Valentyna Romanova•ARTICLE•Regional & Federal Studies•2022•Citada por: 1•Referencias: 10

The election report explains the extent to which the 2020 regional contests were nationalized and regionalized. In 2020, turnout declined in each region, when compared to electoral participation in the 2019 parliamentary elections. The ruling party heavily underperformed, while parties in opposition enhanced their electoral performance. At the same time, the electoral scores of NSWPs in five regional councils were close to or above 30%. The compa…

  • Regional assemblies and executives, regional authority, and the strategic manipulation of regional elections in electoral autocracies

    Open Access•Arjan H Schakel, Valentyna Romanova•ARTICLE•Regional & Federal Studies•2022•Citada por: 2•Referencias: 33

In this introduction, we set out to analyse the relationship between regional elections and regional authority and the extent to which regional elections are held free and fair. We hypothesize that the incentives to interfere increase when regions exercise more authority but the possibilities to interfere decline when the regional executive is elected. A quantitative analysis confirms that directly elected and stronger regional bodies make them m…

  • Horizontal and vertical spill-over in multilevel electoral systems

    Open Access•Arjan H Schakel, Valentyna Romanova•ARTICLE•Regional & Federal Studies•2021•Citada por: 8•Referencias: 7

A multilevel electoral system perspective reveals several ways in which electoral spill-over may occur. Vertical spill-over may be top-down from the national to the regional level or can be bottom-up from the regional to the national electoral arena. Horizontal spill-over happens when developments in one regional electoral arena impact electoral outcomes in another regional electoral arena. The literature on regional elections has mainly focused …

  • Vertical linkages between regional and national electoral arenas and their impact on multilevel democracy

    Arjan H Schakel, Valentyna Romanova•ARTICLE•Regional & Federal Studies•2020•Citada por: 6•Referencias: 29

By adopting a multilevel system perspective, we derive three insights from the analyses on regional elections presented in this third annual review of regional elections. First, we argue that Poland, South Korea and the USA can be conceived as aggregated bipolar party systems where competition at the nationwide level revolves around two parties whereas single parties dominate in the regions. Second, drawing on the cases of Bosnia and Herzegovina,…

  • Two analytical ‘building blocks’ for a comprehensive understanding of regional voting

    Arjan H Schakel, Valentyna Romanova•ARTICLE•Regional & Federal Studies•2019•Citada por: 5•Referencias: 14

This is the second annual review of regional elections. The main objective of the annual review is to systematically and comparatively report on regional elections across the globe. The second annu

  • Decentralising Ukraine

    Valentyna Romanova, Andreas Umland•ARTICLE•Survival•2019

The ongoing devolution of power to the local level in Ukraine deprives Russia’s hybrid warriors of critical entry points and furthers Ukraine’s Europeanisation

  • Towards a scholarship on regional elections

    Arjan H Schakel, Valentyna Romanova•ARTICLE•Regional & Federal Studies•2018•Citada por: 20•Referencias: 19

This introduction article inaugurates the first annual special issue on regional elections which sets out to nurture a community of regional election scholars who seek to understand the factors driving regional voters, regional election outcomes, and regional electoral dynamics across the globe. This is a much-needed research effort given that the territorial scope and importance of regional elections have increased considerably over the past fou…

  • Multi-level voting and party competition in vertically simultaneous elections

    A Henderson, Valentyna Romanova•ARTICLE•Post-Soviet Affairs•2015•Citada por: 4•Referencias: 72

Vertically simultaneous elections to state-wide and regional legislatures provide us with a naturally occurring experiment in which to examine regionalism and multi-level voting. We examine the 2006 vertically and horizontally simultaneous state-wide and regional elections in Ukraine to determine how the internal dynamics of regionalism within a state account for the dissimilarity of voting behavior across electoral levels. Drawing on the party c…

  • The Principle of Cyclicality of the Second-Order Election Theory for Simultaneous Multi-Level Elections

    Open Access•Valentyna Romanova•ARTICLE•Politics•2014•Citada por: 4•Referencias: 22

The principle of cyclicality in the leading theory of multi-level voting – second-order election theory – assumes that simultaneous multi-level voting should be congruent and that regional electoral contests should have no second-order election effects: regional turnout should not decrease, parties in office should not lose support, while opposition, small and new parties should not attract more votes. This article tests the principle of cyclical…

  • The Role of Centre–Periphery Relations in the 2004 Constitutional Reform in Ukraine

    Valentyna Romanova•ARTICLE•Regional & Federal Studies•2011•Citada por: 1•Referencias: 16

The constitutional changes in Ukraine, which are aimed at making the political regime more democratic, can be successful only if they consider centre–periphery relations. The constitutional reform of 2004 was focused on dispersing power more equally between the central political actors in Kyiv. It completely overlooked the division of power between central and sub-state levels. As a result, centre–periphery relations were quickly unbalanced, whic…
