The effectiveness of municipal government as assessed by local elites
This article presents the outcomes of an empirical study of power and leadership in four small Russian towns in the Ivanovo region, conducted in two stages, in 2023 and 2025–2026. The main research method is in-depth interviews (95 in total) with key actors in local politics. The study focused on the effectiveness of municipal government as perceived by local and regional elites. The outcomes of the study show that urban elites' perceptions of th…
Power and leadership in small Russian monotowns
This article presents the outcomes of an empirical study of power and leadership in three small Russian monotowns, conducted in 2011–2015 and 2018–2020. The study demonstrates the variability of power relations in Russian towns, despite the policy of centralization and the strengthening of authoritarian tendencies in Russian politics. The political process in monotowns retains its specificity due to the presence of town-forming enterprises, which…
Heads of Small Russian Towns
Empirical research conducted in four small Russian towns over the period 2011-2015 and 2018-2020, discovered different patterns of power and leadership despite the centralization policy pursued by the federal center. Not all the heads of towns were the most influential figures/leaders in the urban communities, although they have the most significant formal resources of power. Major differences between the heads of the towns were due to the person…
Conceptual analysis of power
This article identifies and evaluates the main trends and issues in the conceptual analysis of power, their dynamics, and current status. There are several interrelated basic trends in the conceptual analysis of power: conceptual solutions have become more flexible; multidimensional view; synthesis of different approaches; expansion of the concept; blurring the borders between power and non-power. These trends require taking into account a signif…
Urban Regimes in Small Russian Towns
This article presents the outcomes of a research project conducted in five small Russian towns. Different coalitions between local actors take place in all communities. However, coalitions that meet the criteria of the urban regime (in Stone's classical interpretation) have been discovered, with certain reservations, only in two towns. For a number of characteristics, these coalitions differed from regimes in American and European towns: often no…
Business in the Power Structure of Small Russian Towns
This article is based on the outcomes of a research project conducted in five small Russian towns. In all the communities, big business had significant power potential, but its direct involvement in local politics was limited since the ‘power vertical’ instituted under Putin meant that decisions on the most important local issues were made at regional and federal levels. Small and medium-sized businesses were also not actively involved in local p…
Governors and local elites in Russia
Empirical research conducted in 5 Russian local communities in 2011–2015 discovered asymmetric principal-agent relations between regional and municipal authorities in which regional authorities have all the necessary resources for effective control over the urban elites and interference in the local political process. However, despite the increasing centralization, the regional-local government relationships remain variable. The active presence o…
Power in Local Russian Communities
Using data collected in seven local Russian communities in 2011–2015, we discovered several kinds of relationships between legislative and executive branches of local government. In most cases, the executive branches clearly dominate over the legislative ones. The ratio of resources and the politics of federal and regional authorities allow us to consider this pattern of relationship as a norm, while other types of relationships are exceptions. C…
Gate keeping as a form of power
Who governs? Power in the local Russian community
This article presents the outcomes of a research project conducted in two small towns in the Perm region. The study of power in the two communities focused on two major themes: (1) the composition of influential actors and institutions and the power hierarchy; (2) relationships between them and coalition building. The discovered configuration of actors and relationships between them demonstrate, on the one hand, quite a lot in common with Europea…
Domination, Power and Authority in Russia
Three sets of concepts – domination, configuration of power forms, and effectiveness of power – are used to depict the nature of the political regime in modern Russia. The administrative class is the dominant actor in contemporary Russian society; it has the power to control political processes and to use the state as an effective instrument of its domination. The configuration of power forms corresponds to the bureaucratic nature of domination. …
