Riding the wave? The impact of the Russian invasion on MEP behaviour regarding EU enlargement to the Western Balkan countries
The 2022 Russian invasion of Ukraine is widely seen as accelerating the ‘return of geopolitics’ in EU policy-making, including in enlargement towards the Western Balkans. This article examines whether this geopolitical shock affected enlargement politics in the European Parliament by analysing written questions from the 9th parliamentary term. Adopting an actor-centred perspective, it assesses changes in issue salience, the actors involved, and t…
Depoliticizing Transnational Cleavage‐Related Issues Through Social Media Advertising
Denmark has an extensive but troubled experience when it comes to referendums related to the EU, with the Danes rejecting the pro-integration options in three votes up to 2022. As Denmark is the “home of issue voting,” these outcomes are symbolic of the transnational cleavage permeating its society, which has been argued to make the abolition of Denmark’s opt-outs impossible. Nevertheless, the full-scale Russian invasion of Ukraine in 2022 result…
Evident but implicit? Europarties’ role in geo-politicising EU enlargement and the 2022 Russian invasion in Ukraine
Transnational European political parties (or Europarties) are increasingly seen as key actors in EU external relations, particularly in Eastern Europe and the countries of the Western Balkans. This article examines how Europarties have responded to the EU’s so-called geopolitical awakening by assessing whether their approach to enlargement has changed since Russia’s full-scale invasion of Ukraine in February 2022. Focusing on salience, positionin…
Power beyond borders? Analysing formal and informal tools of the European Parliament in EU enlargement policy
The 2022 Russian invasion of Ukraine has seemingly created a new window of opportunity for (pre-)accession candidates, reigniting the European Union’s interest in the subject of enlargement. While existing literature predominantly scrutinizes the Council and the European Commission, this article focuses instead on the European Parliament – an often overlooked yet crucial institution in the accession process. This study offers a first comprehensiv…
Explaining the reform of the Europarties’ selection procedures for Spitzenkandidaten
This article examines how Europarties selected lead candidates (Spitzenkandidaten) for the 2019 European Parliament elections, and investigates why these parties changed or did not change their procedural processes compared with the 2014 election. As external and internal factors incentivized Europarties to democratize their selections, the main hypothesis expects more inclusive procedures in 2019. The empirical analysis examines seven parties – …
Opportunity management of the Covid-19 pandemic
This article provides a conceptual framework for the analysis of COVID-19 crisis governance in the first half of 2020 from a cross-country comparative perspective. It focuses on the issue of opportunity management, that is, how the crisis was used by relevant actors of distinctly different administrative cultures as a window of opportunity. We started from an overall interest in the factors that have influenced the national politics of crisis man…
The politics of crisis management by regional and international organizations in fighting against a global pandemic
Despite new challenges like climate change and digitalization, global and regional organizations recently went through turbulent times due to a lack of support from several of their member states. Next to this crisis of multilateralism, the COVID-19 pandemic now seems to question the added value of international organizations for addressing global governance issues more specifically. This article analyses this double challenge that several organi…
High-stakes crisis management in the Low Countries
Like many Western European countries, Belgium and the Netherlands have been strongly hit by COVID-19. Almost simultaneously, the virus spread, caused a relatively high number of infections and severe lockdown measures were imposed; however, at the same time, the crisis management response has been sufficiently different to justify a systematic comparative analysis. We start with the premise that decisions made on the basis of incomplete informati…
European Coronationalism? A Hot Spot Governing a Pandemic Crisis
The COVID-19 crisis has shown that European countries still remain poorly prepared for dealing and coping with health crises and for responding in a coordinated way to a severe influenza pandemic. Within the EU, the response to the COVID-19 virus has a striking diversity in its approach. By focusing on Belgium, France, Germany and Italy, four countries which represent different models of administrative systems in Europe, the analysis shows that m…

The regional transposition of EU directives
This article examines the transposition performance of three regions: Flanders, Wallonia and Scotland. This paper introduces – for the first time – regional internal market scoreboards, mapping their transposition performances in terms of timeliness and conformity in the period 2010–2014. These regional internal market scoreboards are based on systematic transposition reports produced by the regional governments which were cross-checked against t…
The Choice of Spitzenkandidaten
The selection of leading candidates by the political families, the so-called Spitzenkandidaten , is relatively groundbreaking as it is the first form of political recruitment organized at the EU level. The literature on candidate selection procedures has so far concentrated on national parties and their procedures. To our knowledge the analytical model has not yet been applied at the EU level. This article will fill this gap by examining the sele…
The development of European political foundations and their role in strengthening Europarties
Polity‐Building in the Constitutional Convention
The abundant literature on the European Constitution has largely overlooked the role party politics played in the European Convention. This article fills this gap by analyzing transnational party groups: how they were organized and which purposes they served. It shows that they mattered, but in unexpected ways due to the particular set‐up of the Convention. For instance, they helped to bring MEPs and MNPs closer to each other. Overall, the analys…

Do Transnational Party Federations Matter? (... and Why Should We Care?)
Compared to national political parties, transnational party federations (often known as Europarties) play little role in the European Union (EU). They have no government-making power, and national party politics continue to dominate European Parliament elections. The literature therefore focuses primarily on national political parties operating within the EU framework and on supranational party groups in the European Parliament. In contrast, this…

Europeanization and political parties
Despite some recent studies addressing the Europeanization of political parties, we know very little about the relationship between national political parties and transnational party federations. By contrast, the framework for analysis developed in this article considers the active role of national parties in transnational politics and the specific nature of transnational party federations. This model is then applied to the Partido Popular and th…
Immigration and the transnational European centre-right
As aspects of immigration policy are brought into the competence of the EU, the role of transnational parties in co-ordinating policy choices across national boundaries grows in importance. Yet immigration is often seen as a cross-cutting issue and transnational parties have limited capacity to enforce programmatic uniformity across national member parties. We explore both of these issues by mapping the stances of transnational and national party…
