Finland’s Flexible Partial Pension – A Bridge to Full-Time Retirement, a Pathway Out of Paid Employment, or an Income Supplement?
Flexible partial retirement schemes are intended to give individuals the opportunity to reduce working hours before moving into full retirement, the expectation being that the reduced workload will contribute to postponed old-age retirement. Yet, there is limited research about whether and how flexible partial pensions are used to exit the labor force, as an income supplement, or as a way of bridging the transition into retirement through part-ti…
Association Between Age and Subjective Economic Hardship Across the Income Distribution in Europe
The role of social transfers in reducing the poverty risk for larger families in the European Union
Child poverty is impacted to a great extent by family demography, with large families and single parents having a greater risk of being poor. Using the EU‐SILC microdata, we examine the extent to which social transfers reduce the risk of poverty among large families compared with smaller families in 29 European countries. Large families are defined as families with three or more children. First, we look at the reduction of poverty rates before an…
Is there a welfare trap? Duration dependence in social assistance recipiency among young Finns
The probability of social assistance exit decreasing over time is called negative duration dependence. This is one of the most debated aspects of social assistance receipt. This study analyses duration dependence among young adults in Finland and aims to show how social assistance receipt per se affects the likelihood of exiting social assistance. It also examines whether parental recipiency is associated with duration dependence. While the inter…
The magnitude and direction of changes in age-specific at-risk-of-poverty rates
The European Union’s at-risk-of-poverty threshold is set at 60 per cent of national median disposable equivalent income. Changes in median income therefore shift the threshold, which is likely to affect at-risk-of-poverty rates. This effect is likely to vary across population subgroups due to, for instance, connectedness to the labour market. This exploratory study investigates whether there are typical patterns related to changes in age-specific…
Do Red-Flagged Clients Exit Social Assistance Earlier than Others? The Case of the Finnish Social Assistance System
We examine an early ‘red flag system’ in the Finnish social assistance system and its efficiency in reducing the length of social assistance spells. We utilise the age-threshold in the policy that requires notifying social services on beneficiaries under twenty-five years of age after four months of social assistance receipt. Using monthly administrative data covering all twenty-three to twenty-six-year-old social assistance beneficiaries in Finl…
Age Differences in Material Deprivation in Finland
While material deprivation is often used to measure poverty, analyses focusing on the measurement of material deprivation are scarce. This study provides new information on material deprivation by analyzing how differences in the considerations of necessities and possession of deprivation items among all respondents and within population subgroups affect group-level differences in material deprivation in Finland. In line with many previous studie…
Poverty and Overcrowding among Immigrant Children in an Emerging Destination
Social assistance trajectories among young adults in Finland
Social assistance receipt is typical among young adults, but the long‐term trajectories of social assistance receipt have been less studied. We use Finnish population register data to study the kinds of social assistance trajectories found among young adults. We also analyze how individual and family characteristics are associated with the likelihood of following different social assistance trajectories. Individuals are followed from the age of 1…
Pathways to Adulthood
Trigger events and poverty transitions among young adults in Finland after leaving the parental home
Risk and vulnerability in social assistance receipt of young adults in Finland
Social background may affect not only individuals’ wellbeing, but also their ability to manage the typical and problematic transitions occurring during young adulthood. Hence, this article has used Finnish population register data to analyse how social background and critical life‐course factors predict the number of months of social assistance received annually among young adults aged 19–29. Special interest was given to asking whether those wit…
