Bargains and Banking
This essay shows how the sectoral political network in India’s banking sector has structured its development, from the era of dirigisme beginning under the Nehru government in 1947, to the more liberalized contemporary period starting in 1991. We show that political bargains, or institutionalized agreements among actors in a sectoral political network, are mechanisms through which the legacies of earlier eras shape developments in subsequent peri…
Analyzing the Diversity of a Large Emerging Market
Like other large emerging markets, India’s economy cannot be understood without explaining significant sectoral variations within manufacturing and services. Diverse and persistent sectoral patterns reveal the inadequacies of a dirigisme-liberalization frame that relies on a state versus market dichotomy adopted by most analyses of India’s political economy. Rather, each sector combines state and markets in diverse ways. Focusing on sectors, howe…
Economic distress amidst political success
Narendra Modi came to power in 2014 promising robust economic management and more employment. The campaign promise of “maximum governance, minimum government,” created hope that Modi would transform India’s economy by removing obstacles to growth and job creation. We assess the Modi government’s economic policies from 2014–2019 focusing on salient initiatives like demonetization, bankruptcy law, GST reforms, and “Make in India.” We argue that Mod…
The Conflicted Superpower
At a time when the Donald Trump administration’s approach to maintaining American technological leadership is focused on using tariffs to coerce changes in Chinese policy, Andrew B. Kennedy’s new book provides an insightful depiction of the complex factors that shape global innovation and the historical evolution of American policy. This book includes some fascinating data on foreign knowledge worker immigration, foreign students, and the globali…
Why India Matters
Citizenship in an Unequal World
We inhabit a thoroughly globalized world. People are increasingly and visibly connected by a “World Wide Web,” by a world market, and by universalist discourses of human rights and democracy. At the same time, full citizenship in a political community—and the rights conferred by such citizenship—is an exclusive status that remains, remarkably, tied to accidents of birth and historical circumstance. And what one has a right to—gainful employment, …
New Approaches to the Politics of Inequality in Developing Countries
The articles in this symposium present politics as an important intervening variable in the relationship between inequality and development. They highlight the complex and contingent ways in which politics mediates this relationship. The articles examine three key issues: (1) the extent and nature of international inequality and domestic inequality in the developing world; (2) the process through which inequality becomes—or does not become—a sali…
Persistent High Inequality as an Endogenous Political Process
At the same time that the world has reached unprecedented prosperity, issues of economic inequality have attained great political salience. In the wake of the 2008 global financial crisis, there are major differences in opinion regarding the responsibility of the United States and other wealthy countries and what the proper response should be. In July 2008, the Doha round of negotiations at the WTO broke down after developing countries could not …

The State and the Poor
This comparison of rural development in India and the United States develops important departures from economic and historical institutionalism. It elaborates a new conceptual framework for analyzing state-society relations beginning from the premise that policy implementation, as the site of tangible exchanges between state and society, provides strategic interaction among self-interested individuals, social groups, and bureaucracies. It demonst…

Between Autonomy and Capture
This article uses organization theory and political economy to develop a conceptual framework, for analyzing factors that shape relations between government agencies and their social environment. The framework conceptualizes these relations as social networks composed of actors engaged in the exchange of resources. Then, it develops an understanding of how cultural norms shape these exchanges. The article concludes by examining the framework's no…
