• UNHCR's Cross Border Operation in Somalia

  In 1992, faced with mass movement of Somali refugees to its camps in Kenya, UNHCR mounted a Cross Border Operation based on the concept of creating a preventive zone along the Somali border. Within this zone, a programme of Quick Impact Projects was set up, aimed at preventing new refugees and facilitating repatriation. This report describes and evaluates the operation, and concludes that despite difficulties it was effective
