Privatisation and government spending efficiency
Academic literature has made an effort to demonstrate the positive effects of privatisation reforms on government performance and economic growth. However, there is no sufficient evidence to support the benefits of privatisation in terms of government spending efficiency. This study analyses the correlation between privatisation and government spending efficiency. Our empirical results do not support a positive effect of privatisation on governme…
Transparency in the use of assets confiscated from mafia organizations
Several remedies can be adopted in the fight against organized crime and mafias. One of the most effective is the confiscation of their assets. After confiscation, assets can be used to provide services to citizens, frequently thanks to the support of non-profit organizations. With a focus on Italy, this study investigates the transparency of the confiscation process and the factors that explain why local governments provide (or do not provide) i…

Financial Health of Local Governments
In recent years, public sector research has developed a line related to women’s participation in government and its effect on public finances. In this vein, this article attempts to empirically analyze the effect women’s presence in local governments has on municipal financial health. For that, we use a sample of the 140 Spanish municipalities with more than 50,000 inhabitants during the period 2008–2018 and we create four indicators that refer t…
Sustainable development goals in public administrations
Sustainable Development Goals (SDGs) are a challenge that many public administrations face in promoting sustainable growth. Local governments, as the governmental tier closest to citizens, should deliberate upon strategies and actions attuned to achieving SDGs for the benefit of their communities. Through a comparative analysis of Italian and Spanish local governments, this research investigates the conditions that can support the achievement of …
The Role of Women in Local Governments
Female representation may be a key factor in improving the quality of governance. In fact, the literature considers that the presence of women in organisations tends to improve performance. In this context, this paper attempts to analyse whether the presence of women in municipal councils has an influence on the efficiency of public services for a sample of 141 Spanish municipalities with more than 50,000 inhabitants for the period 2014–2018. Our…
Explaining Public-Private Partnership Projects through Political Factors
This article analyses the effect of political factors on the use of Public Private Partnerships in developing countries. According to a sample of 80 low- and middle-income countries over the period 1995–2017, our findings suggest that Public Private Partnership projects are affected by political ideology, the strength of the government and electoral cycles. Concretely, they tend to be used by left-wing governments to a greater extent than governm…
Does gender matter in budget deviations? An empirical assessment of Spanish local governments
By using a sample of 140 Spanish municipalities for the period 2008-2018, our results show that the gender of the mayor and the percentage of women councillors in local governments influence budget deviations both in expenditures and revenues. Concretely, municipalities with women mayors and more female members tend to overestimate revenues and underestimate expenditures; but these effects turn contrary when the number of female councillors incre…

It focuses on several political characteristics, investigating a pool of 95 countries for the years 2006, 2008, 2010, 2012 and 2015. These results extend findings from previous literature on …
Is transparency a way to improve efficiency? An assessment of Spanish municipalities
This paper shows that the level of municipal transparency influences the level of efficiency, which is measured by parametric and non-parametric techniques. More concretely, the findings suggest that the most transparent municipalities in terms of financial and economic information, as well as information on public services contracts, tend to be more efficient. The results were obtained for a sample of the 100 largest Spanish local governments ov…
Political Determinants of Privatisation Reforms
This article analyses the effect of political factors on privatisation reforms and considers the practical implications of such policy from a comparative point of view in Europe. According to a sample of 25 countries in 1995–2013, our findings suggest that privatisation reforms could be impeded by veto players, fragmentised governments and political competition. These reforms tend to be used less by politicians who have been in power for a long p…
Partisan and Electoral Cycles in Privatisation
This study evidences the existence of partisan and electoral cycles in privatisation, by using a sample composed of 22 European countries during the period 1995–2013. Our findings suggest that privatisation reforms tend to be implemented by governments with different ideologies when elections are not immediate; however, results support a greater orientation of right-wing governments towards privatisation reforms in election periods. After the ele…

A regression model has been implemented, where the dependent variable refers to the probability of re-election, and differe…

It uses data from 22 European countries between 1995 and 2013 to examine the factors that promote privatisation policies and the effects that privatisation then has on public finances. This is important because privatisation has been promoted by both the European Union and the International Monetary Fund as …
