Rebalancing the European Union's authority by fiscal integration
Withering the exogenous shock
The EU responded quickly to the Russian invasion of Ukraine. The analysis of defence, energy, fiscal and migration policy shows that although the EU reacted in all fields its reactions were strongly embedded in already actively pursued agendas and limited to the most pressing dysfunctionalities, except for migration where a reaction was possible by decoupling the policy response from the disputed ongoing policy agenda. This chapter applies the well-established heuristic of the policy cycle to the policymaking process of the European Union (EU). Notably, the EU polity differs from states, which has significant implications on its policy cycle. The rising number of referendums on EU matters, such as the Brexit and the Catalonian independence votes, highlight the increasing importance of referendums as a problem‐solving mechanism in the EU. We argue that the Swiss case provides essential insights into understanding the dynamics behind referendums, which are often lacking when referendums are called for in the EU. Mending the hole in multilevel implementation
European economic integration creates unintended consequences for national public administrations. This article offers a conceptual and empirical analysis of how these challenges are met. First, three challenges are identified: a reduced capacity to offer services to citizens who move freely, increasing administrative burdens, and negative externalities for all parts from a single states’ administrative failure.
