Building on narrative literature and using narrative and discourse analysis, we analysed the President of the Commission’s (VdL) speeches on the Ukrainian war to answer the RQs: Do the speeches of the President of the Commission feature the main elements of a compelling policy narrative? As EU security is an intergovernmental policy area, it has been assumed that the only relevant policy‐shapers are member states. However, more recent analyses show that supranational actors, like the Commission, have developed strategies to enhance their role in this traditionally interstate realm. The European Commission launched in November 2014 an Investment Plan for Europe to foster Europe’s economic recovery. Despite prognosis of failure, in 2016 Juncker announced the success of the Plan and proposed its extension. The Commission, the Single Market and the Crisis
The economic and financial crisis opened a window of opportunity to place the Single Market back on top of the European agenda as part of a two‐tiered crisis response, which also included reinforced financial supervision and economic co‐ordination.
