International organizations (IOs) with permanent bureaucracies depend on funding and staff. But what do IO bureaucracies do when governments repeatedly fail to adopt a budget? We challenge this position by studying the role of the UN Secretariat in UNSC debates, focusing on the debates on Afghanistan (1995–2017). In recent decades, many international organizations have become almost entirely funded by voluntary contributions. Accountability and Affective Styles in Administrative Reporting
This contribution theorizes on the emergence of affective styles in the accountability reporting of public agencies. Under conditions of multiple accountability towards heterogeneous stakeholders, public agencies are expected to make increased use of sentiment in their reporting. Annual reports are a central element of international bureaucracies' accountability communication to member states and other stakeholders. Reform efforts, synchronization failure, and international bureaucracy
International organizations (IOs) and their bureaucracies frequently face calls for reform. To express discontent and exert reform pressure, member states can withhold their budgetary contributions to IOs. In extreme cases, these cuts result in organizational crises during which reform efforts become unavoidable, as happened in UNESCO after 2011.
