How Stakes Vary and Influence Crisis Decision‐Making
How does a crisis influence decision‐making in public organisations? Crisis decision‐making, by definition, occurs under conditions of uncertainty, urgency and high stakes. While high stakes are an inherent feature of any crisis, this article argues that the level of stakes varies, and shapes the decision‐making approach. Incentives have become central to public sector management. We propose that public organizations' responses to incentives can exceed policymakers' intentions due to complex governance structures and high operational uncertainty. Through an empirical study, we examine short‐ and long‐term impacts of a policy that gave local governments high‐powered, sanction‐based incentives to restrain costs. The economic costs of voucher markets for public service provision
Voucher markets where governments subsidise the consumers of public services to give them a free choice of service provider are implemented by public authorities as a means to reap the supposed benefits of competition and choice. Spending allocations during low and high fiscal stress
Are local governments' resources distributed differently during low as compared to high fiscal stress? Based on a proposed theoretical framework of public budgeting, focusing on the power relations between priority setters and spending advocates, two opposing hypotheses on this question are formulated. Using regression analysis, the two hypotheses are tested on the allocation of spending in seven policy areas of all 98 Danish municipalities from …
