Methodological Americanism
In this introduction, we introduce the concept of methodological Americanism to describe and explain the epistemological problem plaguing the public administration discipline. This paper examines the peculiar nature of inner city decay and the forces responsible for the dereliction of Downtown Kingston and the main business district of the capital city. Policy responses to regenerate or redevelop have been multi-faceted because of the complexity of the decay, and have included proposals for new housing schemes, sanitation upgrading, crime prevention, social interventions, poverty reduction policies and road works. This article examines an aspect of Ghana's political economy in the 1990s, covering its transition to democracy from military dictatorship, and how this change process impacted on its attempt to implement a value added tax (VAT).
