Hotels as Noncongregate Emergency Shelters
This study analyzes the COVID-19 homelessness response in King County, Washington, in which people were moved out of high-density emergency shelters into hotel rooms. The Moving to Work (MTW) Demonstration Program provides participating housing agencies with additional programmatic and operational flexibility that is used to achieve Congress’s statutory goals.
