Vulnerable (im)mobilities between imperial legacies and colonial logics of war
Central Asia in an Era of Disruptive Changes
The Central Asian states are facing a number of significant challenges. Regarding foreign and security policy, it is imperative that they redefine their role in response to Russia’s expansionist ambitions, while also defining their positions within the growing rivalries between China and the USA. Domestically, questions of both stability and societal change require reassessment, including the role that civil society actors can play. The question …
Sovereignty, Discipline, Governmentality, and Pastorate
This article deals with the role that different rationalities of power play in current authoritarian and right-wing populist governance. Referring to Foucauldian power theory, I will argue that power rationalities and practices in current authoritarian and right-wing populist rule are diverse and variable. I intend to show that various aspects of the sovereign, disciplinary, governmental, and pastoral types of power as outlined by Foucault play a…
Civil Society and Patterns of Security in Central Asia
Since the national independence of the Central Asian countries in the early 1990s, there has been a tension between stability- and transformation-oriented rationalities, goals, and policies. However, the concurrent missions of political stability and societal transformation indicate a clear distinction between state and society. This idea of separating state and society is particularly strong with regard to security issues, but this strict separa…
Kritik in der Krise
In times of crises, critical thinking needs to be maintained and fostered. This volume on critical political theory in the coronavirus pandemic brings together 13 contributions that offer a variety of perspectives on the interrelationship between critique and crisis. What are the consequences of the current crisis for critical political thinking—and what contribution can critical theory offer to our understanding of current challenges? With contr…
Security in the sovereignty-governmentality continuum
There is broad interest in both analytics and politics of governmentality in international security studies. Going beyond sovereignty-focussed perspectives, governmentality approaches contribute to a better understanding of security rationalities, strategies, and practices as well as provide important new insights into trans-border security issues. However, because the rejection of traditional, sovereign understandings of security is a constituti…
Governmentality of the Arctic as an international region
Linked to the image of a wild and still-to-be-explored territory, as well as to images of the region as one of new economic opportunities, discourses on the Arctic also tie in with issues of climate change, cooperation and conflict, Arctic governance, international law and the situation and rights of indigenous people, as well as Great Power politics. Taken together, these aspects characterize a region whose formation is different from regionaliz…
Great power governmentality? Coincidence and parallelism in the new strategic guidance for the US Department of Defense
In January 2012, the US administration released new strategic guidance for the Department of Defense entitled ‘Sustaining US Global Leadership: Priorities for 21st Century Defense’. Two different security approaches seem to coincide in this document. By providing a governmental reading of the new strategic guidance, the aim of this article is to discuss if and how the guidance links a sovereign security understanding of great power politics on on…

Isolation of a dnaE mutation which enhances RecA‐independent homologous recombination in the Escherichia coli chromosome
The mechanism of recombination of tandem repeats in the chromosome of Escherichia coli was investigated by genetic means. Tandem repeats 624 bp long were introduced into the lacZ gene of E. coli and the efficiency of deletion of one repeat was compared in different recombination mutants. No effects of the recA , recBC , recF , ruvA or ruvA recG mutations were detected. Hence, tandem repeat deletion appears to not proceed via the RecBCD or RecF ho…
