The Canadian labour market is currently emerging from a holding pattern with unusually high numbers of people in temporary (or "recall") unemployment, people who are "employed but absent from work" for unspecified reasons, or people who are not in the labour force while waiting to be recalled. I consider the recommendations of the Expert Panel on Older Workers (2008) with regard to Wage Insurance (WI) and Employment Insurance (EI). I argue that there is scope for a limited demonstration project of WI to further assess feasibility and effectiveness, but note that a number of design issues remain open. I assess the fundamental review of EI proposed in the Panel report, concluding that many of the proposals amount to a form of experience …
Unemployment and Nonemployment
The determination of how to distinguish between unemployment and nonparticipation is important and controversial. The conventional approach employs a priori reasoning together with self-reported current behavior. This paper employs an evidence-based classification of labor force status using information about the consequences of the behavior of the nonemployed. A Dynamic Model of Union Membership and Employment
This paper incorporates the ideas that a union maximizes an intertemporal objective function, that it recognizes some link between present wage and employment levels and future membership, and that it has an interest in the level of membership attained. Although net monthly changes in unemployment and employment are relatively small, the level of gross flows among the three conventional labor force states, Employment, Unemployment, and Not-in-the-Labor-Force, tends to be very large. This paper reviews Canadian evidence on monthly gross flows of labor for the period since 1976. Recent work has called into question the interpretation of the evidence from the classic Hawthorne studies, arguing that external factors suffice to explain the variation in workers' output found at the Hawthorne plant. This paper studies direct evidence on reservation wages reported in Great Britain in 1982 to assess (1) whether such asking prices are "high" and (2) whether variations in these reservation wages are related to differences in measures of the subjective and objective costs of unemployment.
