Structural and organizational factors are considered in order to build a conceptual model that explains the development of collaborative relations between public and nonpublic entities in a border context. Spatial clusters with high IMR were found in socially marginalized areas in the northwestern part of Hermosillo, a city of medium size located in northwestern Mexico.
