Translating early warning into early action in Indonesia
Non-technical summary. Floods repeatedly disrupt lives, livelihoods, and public services across Indonesia, while available warnings do not always lead to timely action. This article shows how rainfall forecasts can become practical early actions before flood impacts escalate. Evidence from four Indonesian regions highlights that rainfall thresholds can support earlier decisions, while stakeholder engagements reveal the procedures, coordination, a…
Effectiveness of emerging mechanisms for financing national climate actions; example of the Indonesia Climate Change Trust Fund
Climate change is almost unanimously perceived to be one of the greatest environmental and developmental challenges of this century. Implementing climate change response requires not just huge and prudent utilization of financial resources, but also highly efficient financing institutions and systems especially in developing countries where underlying development issues such as poverty, health, etc. exist. This paper attempts to evaluate the oper…
Climate Scenario Development and Applications for Local/Regional Climate Change Impact Assessments
The majority of climate change impact assessments focus on potential impacts at the local/regional scale. Climate change scenarios with a fine spatial resolution are essential components of these assessments. Scenarios must be designed with the goals of the assessment in mind. Often the scientists and stakeholders leading, or participating in, impact assessments are unaware of the challenging and time‐consuming nature of climate scenario developm…
Climate Scenario Development and Applications for Local/Regional Climate Change Impact Assessments
Although downscaling methods for deriving local/regional climate change scenarios have been extensively studied, little guidance exists on how to use the downscaled scenarios in applications such as impact assessments. In this second part of a two‐part communication, we review for non‐climate scientists a number of practical considerations when utilizing climate change scenarios. The issues discussed are drawn from questions frequently asked by o…
