The adverse impacts of the COVID-19 pandemic on scientific work and outputs have been a growing global concern after significant and varied effects have been reported in the United States and Europe. Looking to gain insight into the impact of the pandemic in Latin America, we designed and administered an anonymous online survey to researchers based in Chile or Colombia. This paper presents an integrative case study of Chile's national strategy of research, development, and innovation (R&D+i) for disaster resilience and progress towards developing the institutional conditions necessary for its successful implementation. Disasters as Critical Junctures
In 1939 an earthquake destroyed south-central Chile, especially the city of Chillán. This event was arguably the most catastrophic socio-natural disaster in Chilean history, yet it has been mostly ignored in historical research. This article shows that the earthquake triggered a critical juncture for the Chilean state and was a determining factor in some of the most important institutional developments of the period. Socio-natural disasters remain underexplored events in economic history, even though they stress societies in several ways and are known for their relationship with institutional change. In this paper, we explore this issue showing that major earthquakes in Chile have become a window of opportunity for important fiscal reforms. Our findings indicate that there are two mechanisms to explain this relationship: first, reconstruction demands greater …

Short-term mortality of myocardial infarction patients with diabetes or hyperglycaemia during admission
Aim: The hypothesis that patients with hyperglycaemia during admission, regardless of previous diagnosis of diabetes, have worse prognosis than those with normal glucose values is controversial. The objective was to assess the role of hyperglycaemia on short-term mortality after myocardial infarction (MI).
