Inequality on Top of the Hill
U.S. congressional staffers guide the federal lawmaking process. They assist and advise lawmakers in nearly all dimensions of congressional work. Because of their influence as policymakers in our multiracial democracy, the racial composition of staffers matters. Existing literature has found that there is a negative effect of increased immigration on native support for redistributive policies. In this paper, I refocus the debate from 'immigrants' to 'natives' and I argue that this negative effect is moderated by how strongly the 'nation' is understood as an ethnic category by natives. What happens to race when racial vocabulary disappears? This paper leverages a sudden change in the Spanish social science curriculum in the 1990s to empirically trace how the removal of the language of race, and the negation of biological race, changes the ways the books portray human differences.
