Young Adults’ Public and Private Support for Higher Education in America
Given recent media attention and political narratives questioning the value of higher education, we survey young Americans about their attitudes towards college. We explore two dimensions of attitudes towards college – higher education as a private good and as a public good. We find most young people still believe most of their peers should go to college, and most want their children to go to college, although there are meaningful differences acr…
Framing parents’ attitudes toward career and technical education
In recent years, policymakers and researchers have paid renewed attention to career and technical education (CTE), but public attitudes—especially those of parents—toward CTE remain relatively understudied. Drawing on the history of CTE and more contemporary policy discourse, this study proposes a new organizing framework for conceptualizing how CTE might be discussed in the public sphere, and then uses a survey-based experiment to examine how th…
We need to know more about CTE teachers
Over the past year, debates over the prevalence, distribution, and effects of teacher vacancy and underqualification have dominated many education narratives. Authors J. Cameron Anglum, Andrew R. Diemer, Walter G. Ecton, and Tuan D. Nguyen consider these debates in the context of growing interest in career and technical education (CTE) in high school settings. Research on secondary CTE teachers, including the quantification of teacher shortages i…
The Effects of the Covid-19 Pandemic and Recession on Career Preparation during High School

As a result of the COVID-19 disruption student opportunities for work-based learning and completion of hours required for professional certification was severely reduced. The absence of these experiences had the potential to create disruptions in the skill and experience accumulation for youth and …
Using Punctuated Equilibrium to Understand Patterns of Institutional Budget Change in Higher Education
In this paper, we employ Punctuated Equilibrium Theory to consider institutions’ shifting goals, priorities, and constraints, and to explore the nature of change at colleges and universities in the United States. By exploiting annual changes in institutional budget decisions over a 29-year period, we seek to understand the extent to which institutions exhibit patterns of punctuated equilibrium, which are characterized by long periods of relative …
