  • Public Insurance Expansions and Crowd Out of Private Coverage

    M Susan Marquis, Genevieve Kenney et al.•ARTICLE•Medical Care•2003•Referencias: 2

BACKGROUND: The extent to which persons enrolling in new public insurance programs substitute the public coverage for private insurance is of concern to policy makers. OBJECTIVE: To look at the extent of the substitution resulting from new state programs that cover a broad base of the low-income population and to look at the responses of both families and employers. METHODS: The March CPS for 1991-1993 and 1997-1998 were used to study the respons…

  • Participation in a Public Insurance Program

    Open Access•Stephen H Long, M Susan Marquis•ARTICLE•INQUIRY The Journal of Health…•2002

This paper examines how varying the level of subsidies affects participation in a public insurance program, crowd-out of private insurance, and adverse selection. We study the experience in Washington's Basic Health program in 1997. Findings show that adverse selection is not a problem in voluntary public programs. Increasing subsidies have only modest effects on participation in subsidized programs, though the gains are not at the expense of the…

OBJECTIVES: The objective of this research is to investigate the effect of expansions of public insurance on access and birth outcomes for pregnant women and the role of different delivery systems in these outcomes. MATERIALS AND METHODS: The experience in Florida during the years 1…

  • Low-Wage Workers and Health Insurance Coverage

    Open Access•Stephen H Long, M Susan Marquis•ARTICLE•INQUIRY The Journal of Health…•2001

Many policy initiatives to increase health insurance coverage would subsidize employers to offer coverage or subsidize employees to participate in their employers' health plans. Using data from the 1997 Robert Wood Johnson Foundation Employer Health Insurance Survey, we contrast "low-wage employers" with all other employers. Employees in low-wage businesses have significantly worse access to employment-based insurance than other employees do; the…

  • Effects of “Second Generation” Small Group Health Insurance Market Reforms, 1993 to 1997

Open Access•M Susan Marquis, Stephen H Long•ARTICLE•INQUIRY The Journal of Health…•2001

In the mid-1990s, several state legislatures enacted a "second generation" of small group health insurance reforms that required guaranteed issue of all products and prohibited the use of health as a rating factor. We use data from two large employer surveys to compare the behavior of small business in nine states that adopted these reforms between 1993 and 1997 to the behavior of small business in 11 states and the District of Columbia, where ne…

OBJECTIVES. The purpose of this study was to estimate the aggregate annual costs of maternal and infant health care and to describe the flow of funds that finance that care. METHODS. Estimates of costs and financing based on household and provider surveys, third-party claims data, and hospital discharge data were combined into a single, best estimate. RESULTS. • Employee Premiums, Availability of Alternative Plans, and HMO Disenrollment

    Stephen H Long, Russell F Settle et al.•ARTICLE•Medical Care•1988

The notion that greater competition among health plans helps contain health-care costs presumes that consumers respond to economic incentives. This article tests that proposition through an examination of the factors that cause individuals to disenroll from health maintenance organizations (HMOs). The study relies upon a multivariate probit model of disenrollment behavior, estimated with data on 1,553 subscribers in three Minneapolis-St. Paul HMO…

  • An Evaluation of Utah??s Primary Care Case Management Program for Medicaid Recipients

    Stephen H Long, Russell F Settle•ARTICLE•Medical Care•1988

One of the first case management (CM) programs for limiting Medicaid enrollees' freedom of choice of provider was established by Utah. By assigning enrollees to specific providers responsible for arranging all nonemergency care, Utah intended both to improve access and to reduce program costs. State officials expected the program to increase recipients' use of primary-care providers, while reducing their use of specialists, prescription drugs, an…
