Regionalism Meets Samuelson
This paper studies an overlooked phenomenon in the provision of public goods, namely local production of a national public good, such as the manufacture of fighter planes (which contribute to national defence) in many different jurisdictions across a country. Because local production of the national good raises local incomes, each jurisdiction seeks to raise its share of the good's production. A subset of jurisdictions then forms a minimum winnin…
Rule of Law and Gun Ownership
The paper studies the effects of the rule of law on gun ownership. Stronger rule of law encourages productive efforts and increases the incomes of citizens through better-enforced property rights, increasing the incentives to protect their incomes and to own guns. Stronger rule of law also provides better government protection for citizens' incomes and properties through stronger law enforcement and criminal justice systems, reducing their incent…

Timing of Penalties, Tax Rates, and Tax Evasion
This paper examines the effect of an increase in the tax rate on tax evasion in a model where taxpayers report their incomes and pay the taxes first, and the penalties are imposed later if evasion is caught. When the penalty is imposed on the undeclared income, an increase in the tax rate leads to more evasion. If the penalty is imposed on the evaded tax, the effect of the tax rate on evasion depends on the level of income. With savings, the rela…

Second-Best Liability Rules, Loss-Prevention Incentives, and Efficiency
The paper compares two liability rules, strict liability and the negligence rule, in terms of loss-prevention investment and social welfare when individuals are risk-averse and policymakers do not have lump-sum transfers at their disposal. If the damage payment made by the injurer to the victim fully compensates for the loss, loss prevention is higher under the negligence rule but social welfare is higher under strict liability. If the damage pay…

Does Mobility Undermine Income Redistribution? A Political-Support Approach to Redistribution in a Federation
This paper considers a positive model of income redistribution with mobile individuals in a federal system. The politician of a jurisdiction makes redistributive policy to maximize political support from poor welfare recipients and rich taxpayers. If only the poor move, a politician redistributes more than without mobility in an attempt to gain support from the poor. If the rich also move, an increase in the redistributive tax imposed on the rich…
