Evaluating policies to improve access to mental health services in rural areas
PURPOSE: The United States Department of Veterans Affairs (VA) has gradually implemented policies to increase access to mental health care outside of VA medical centers. Most notably, this included requirements to offer mental health services at VA-administered community-based clinics in 2008 and increased access to VA-paid care in the community beginning in 2014. Our objective was to understand how mental health service use patterns changed for …
The Saving for Every Child Program in Israel
In 2017, the Israeli government implemented a universal child development account programme – the Saving for Every Child Program (SECP) – which establishes a personal savings account for every Israeli child and provides monthly deposits until the child turns 18. The SECP has the potential to provide substantial assets when children reach adulthood, but the benefits depend on parents’ investment choices. The unique programme’s nature presents oppo…

Moral Incentives in Credit Card Debt Repayment
We study the role of morality in debt repayment, using an experiment with the credit card customers of a large Islamic bank in Indonesia. In our main treatment, clients receive a text message stating that "non-repayment of debts by someone who is able to repay is an injustice." This moral appeal decreases delinquency by 4.4 percentage points from a baseline of 66 percent and reduces default among customers with the highest ex ante credit risk. Ad…

The goals address income risks of various sorts: (i) income compensation; (ii) securing a decent standard of living; (iii) universality, i…

On the Effect of Opportunity Cost on International Reserve Holdings
The opportunity cost of holding international reserves plays a central role in all models of optimal demand for foreign exchange. This cost is conventionally defined as the difference between the yield on reserves and the marginal productivity forgone from an alternative investment in fixed capital. Most empirical studies have failed to find a significant opportunity-cost effect, since none of them measure it in accordance with its theoretical de…
Inflationary Expectations in Israel
This article derives unobservable short-term inflationary expectations in Israel from their postulated effects on the velocity of demand deposits and the nominal interest rate. A multiple-indicators model is estimated to assess the impact of inflationary expectations on these variables. The expectations-formation mechanism is estimated using a multiple indicators–multiple causes (MIMIC) model. This methodology allows us to test for the structural…
