Supports for Families Affected by Substance Abuse
Using an in-home services program model, Project Connect works collaboratively with the child welfare system, substance abuse treatment providers, the courts, and other community agencies to support parental recovery, enhance safety and permanency, and strengthen family relationships. Criminal Justice Needs of Native Americans in New England
Criminal justice needs of Native Americans in New England were examined through 71 questionnaires completed by members of Native American tribes in New England. Groups not recognized by the federal government lacked tribal law enforcement, emergency, court, or correctional services. Substance abuse and mental health problems among Native Americans are associated with a variety of general health, social, and economic problems. This current study examined Native American grandparents who are raising their grandchildren and found that a child, parent, or grandparent had an alcohol or drug problem in 36% of families. Evaluating the Treatment of Emotionally Disturbed Adolescents
The authors designed a scale, the Massachusetts Adolescent Level of Functioning Scale, for measuring the behavior of emotionally disturbed adolescents. Among the many uses of the scale are specifying a standard intervention for any given problem indicator and measuring the outcome. A pilot test demonstrated that the scale has broad applications for determining cost-effectiveness of programs and for improving service delivery

Criteria used in first admissions and readmissions to psychiatric hospitals
Divorcees and widows
Based on findings from age-standardized survey data, divorced women feel more restricted in their relationships with others and have less favorable attitudes toward their ex-spouses than do widows. The greater clarity of the widowed role may provide more social support and ease adjustment to the end of a marriage for the widow in ways unavailable to the still somewhat stigmatized status of the divorcee
Goal Achievement and Budgetary Responsiveness of Federal Agencies
Goal achievement by federal agencies may cause the agencies to become less responsive to their environment becuase of bureaucratization of the agency, previous budgetary commitments, and even complacency. This paper examines how the budgets of federal agencies respond to goal achievement, previous budgetary commitments, and changes in the social environment surrounding the agencies. Data for seven agencies over a twenty year period are examined. …
