In this paper, I ask how social housing providers in urban Norway balance between the needs of existing tenants (the insiders) and prospective residents (the outsiders). Based on qualitative interviews with social housing bureaucrats, I examine how the fifteen largest municipal social housing providers in Norway negotiate the trade-off between insiders and outsiders in housing allocation, rent setting and tenancy length decisions. In this article, I discuss social housing tenants’ experiences of tenure security and freedom in a housing regime characterized by strong market-orientation and means-testing. Based on thematic analysis of qualitative interviews, I argue that some tenants experience social housing as a haven of stability, whereas others regard it as a source of insecurity that prevents the realization of real personal freedom. Autonomy, democracy and solidarity. The defining principles of collaborative civil society housing and some mechanisms that may challenge them
This theoretical paper introduces a conceptual framework for empirical study and comparison of collaborative civil society housing (CSH). We suggest that CSH communities satisfy four criteria to a lesser or higher extent: (1) autonomy, (2) participatory democracy, (3) internal solidarity and (4) external solidarity.
