  • On the Governance of Carbon Dioxide Removal - A Public Economics Perspective

Ottmar Edenhofer, Max Frank et al.•ARTICLE•FinanzArchiv•2024

Climate policy increasingly requires carbon dioxide removal (CDR). We describe its role, characterize optimal flows for non-permanent removals and describe optimal pricing regimes under different information and liability conditions. Non-permanent removal - though to a certain extent optimal - creates liabilities that warrant careful risk management. Thus, seemingly cheap land-based technologies can become expensive. We discuss possibilities for …

  • Optimal Wealth Taxation When Wealth Is More Than Just Capital

Max Frank, Max Franks et al.•ARTICLE•FinanzArchiv•2023

We analyze the welfare implications of taxes on wealth, distinguishing between capital and land.We develop an overlapping generations model with heterogeneous agents and calibrate it to OECD data. We find that land rent taxes induce portfolio effects. Savings are shifted away from fixed land towards reproducible capital, enhancing GDP and reducing wealth inequality. Assuming a low pure rate of time preference, this can also raise social welfare, …

  • A Welfare Economic Approach to Planetary Boundaries

Open Access•Michael Sureth, Matthias Kalkuhl et al.•ARTICLE•Jahrbucher fur Nationalokonomie…•2023

The crises of both the climate and the biosphere are manifestations of the imbalance between human extractive, and polluting activities and the Earth’s regenerative capacity. Planetary boundaries define limits for biophysical systems and processes that regulate the stability and life support capacity of the Earth system, and thereby also define a safe operating space for humanity on Earth. Budgets associated to planetary boundaries can be underst…

  • A New Decade of Research on the Economics of Climate Change

    Open Access•Martin C Hänsel, Ottmar Edenhofer•ARTICLE•Jahrbucher fur Nationalokonomie…•2023

  • Equity and Efficiency Effects of Land Value Taxation

Open Access•Gerd Schwerhoff, Ottmar Edenhofer et al.•ARTICLE•IMF Working Paper•2022

It is a well-known result in economics that land value taxation is efficient since it does not distort the supply of the tax base. Considering only efficiency, land value should thus be fully taxed. Using optimal taxation theory with heterogeneous households, we show that it may be optimal not to tax land value fully for distributional reasons. The decisive variable is the covariance of land value held by households and their social welfare weigh…

  • Economic damages from on-going climate change imply deeper near-term emission cuts

Open Access•Anselm Schultes, Franziska Piontek et al.•ARTICLE•Environmental Research Letters•2021

Pathways toward limiting global warming to well below 2 C, as used by the IPCC in the Fifth Assessment Report, do not consider the climate impacts already occurring below 2 C. Here we show that accounting for such damages significantly increases the near-term ambition of transformation pathways. We use econometric estimates of climate damages on GDP growth and explicitly model the uncertainty in the persistence time of damages. The Integrated Ass…

  • The future of coal in a carbon-constrained climate

Open Access•Michael Jakob, Jan Christoph Steckel et al.•ARTICLE•Nature Climate Change•2020

Phasing out coal requires expanding the notion of a ‘just transition’ and a roadmap that specifies the sequence of coal plant retirement, the appropriate policy instruments as well as ways to include key stakeholders in the process

  • Understanding different perspectives on economic growth and climate policy

    Open Access•Michael Jakob, William F Lamb et al.•ARTICLE•Wiley Interdisciplinary Reviews…•2020•Citada por: 3•Referencias: 19

Should economic growth continue in a world threatened by the prospect of catastrophic climate change? The scientific and public debate has brought forth a broad spectrum of views and narratives on this question, ranging from neoclassical economics to degrowth. We argue that different positions can be attributed to underlying differences in views on (a) factors that determine human well‐being, (b) the feasibility and desirability of economic growt…

  • Klimapolitik

    Ottmar Edenhofer, Michael Jakob•BOOK•Klimapolitik•2019

  • What is important for achieving 2 °C? UNFCCC and IPCC expert perceptions on obstacles and response options for climate change mitigation

Open Access•Ulrike Kornek, Christian Flachsland et al.•ARTICLE•Environmental Research Letters•2019

Global mitigation efforts remain insufficient to limit the global temperature increase to well below 2 °C. While a growing academic literature analyzes this problem, perceptions of which obstacles inhibit goal attainment and which responses might be most effective seem to differ widely. This makes prioritization and agreement on the way forward difficult. To inform prioritization in global climate policy and research agendas, we present quantitat…

  • Financing Public Capital When Rents Are Back

Linus Mattauch, Jan Siegmeier et al.•ARTICLE•FinanzArchiv•2018

By taxing rents, governments can avoid a trade-off between productivity-enhancing public investment and efficiency losses from raising funds. However, it is unclear whether the rents present in a growing economy are sufficient to finance the socially optimal investment. We prove that the social optimum can be attained if the income share from a fixed factor, such as land, exceeds the public investment requirement. We thus translate the Henry Geor…

  • Reports of coal’s terminal decline may be exaggerated

Open Access•Ottmar Edenhofer, Jan Christoph Steckel et al.•ARTICLE•Environmental Research Letters•2018

We estimate the cumulative future emissions expected to be released by coal power plants that are currently under construction, announced, or planned. Even though coal consumption has recently declined and plans to build new coal-fired capacities have been shelved, constructing all these planned coal-fired power plants would endanger national and international climate targets. Plans to build new coal-fired power capacity would likely undermine th…

  • Short term policies to keep the door open for Paris climate goals

Open Access•Elmar Kriegler, Christoph Bertram et al.•ARTICLE•Environmental Research Letters•2018

Climate policy needs to account for political and social acceptance. Current national climate policy plans proposed under the Paris Agreement lead to higher emissions until 2030 than cost-effective pathways towards the Agreements' long-term temperature goals would imply. Therefore, the current plans would require highly disruptive changes, prohibitive transition speeds, and large long-term deployment of risky mitigation measures for achieving the…

  • Between Scylla and Charybdis

Open Access•Jessica Strefler, Nico Bauer et al.•ARTICLE•Environmental Research Letters•2018

There are major concerns about the sustainability of large-scale deployment of carbon dioxide removal (CDR) technologies. It is therefore an urgent question to what extent CDR will be needed to implement the long term ambition of the Paris Agreement. Here we show that ambitious near term mitigation significantly decreases CDR requirements to keep the Paris climate targets within reach. Following the nationally determined contributions (NDCs) unti…

Despite the emergence of regional climate policies, growth in global CO 2 emissions has remained strong. From 1990 to 2008 CO 2 emissions in developed countries (defined as countries with emission-reduction commitments in the Kyoto Protocol, Annex B) have stabilized, but emissions in developing countries (non-Annex B) have doubled. Some studies suggest that the stabilization of emissions in developed countries was partially because of growing imp…

Rich nations are mainly responsible for global greenhouse gas emissions, and they are financially and institutionally better placed to adapt to the impacts of global climate change. Developing countries, though, must face issues such as severe droughts, floods, and other environmental changes associated with the Earth’s warming, with far fewer resources to adapt at their disposal. This volume examines the way climate change is affecting the lives…

The analysis is based on scenarios in which a front runner coalition – the EU or the EU and China – embarks on immediate ambitious climate action while the rest of the world makes a transition to a global climate regime between 2030 and 2050. We assume that the ensuing regime involv…
