Symbolic and Substantive Governance in County-Level Digital Governance
This study examines whether digital governance in Chinese counties produces symbolic or substantive performance. Using the TOB (Technology–Organization–Behavior) framework and applying Necessary Condition Analysis (NCA) and Qualitative Comparative Analysis (QCA) to Top 100 Digital Rural Counties, the analysis identifies multiple institutional configurations leading to high symbolic and substantive outcomes.
