Methods to evaluate community food hubs in high-income countries
Community food hubs have potential to strengthen local food systems and promote food security, but evaluation methods have not been systematically reviewed. A scoping review was conducted to analyse methods used to evaluate community food hubs in high-income countries. Studies and reports published in English between January 2013 and December 2023 were sought in four databases. Food hubs with a physical market selling healthy local food, that had…
Leveraging the Potential of Public Food Procurement to Achieve Multiple Food System Outcomes
Government food procurement investment offers significant potential to advance health and sustainability goals; yet, integrating these dimensions into policy design has proved challenging. We mapped and analysed 38 food procurement and catering‐specific policies in Australia to identify ways to strengthen policy design: 20 governing institutional procurement in health and correctional services, 17 setting catering standards across public settings…
How food regulations help or hinder the implementation of policies to promote healthy population diets
Objective: Governments are seeking to regulate food environments to promote health by restricting sales and marketing of processed foods high in fat, sugar and sodium. We aimed to evaluate whether the legal instruments in member states of the Western Pacific Region (WPR) mandate the declaration of nutrient composition for nutrients of concern in relation to Codex Alimentarius and non-communicable disease (NCD) prevention. Design: We undertook con…
Public policies addressing unhealthy diets in the South-East Asia region
In South-East Asia, government implementation of policies recommended for addressing unhealthy diets has generally been slow and fragmented, largely due to food industry opposition and a lack of effective cross-sectoral policy action. To help government policy-makers and other interest-holders address these issues, this study aimed to identify key arguments that undermine implementation of policies for addressing unhealthy diets in the region, an…
Mainstreaming a gender perspective into food system policies for healthy diets in low- and middle-income countries
BACKGROUND: Globally, gender inequalities and inequities persist in the food system, with women lacking access to productive resources and decision-making roles. Policy can help address these issues, but the extent of gender consideration in policy in low- and middle-income countries remains unclear. OBJECTIVE: The study aimed to document how governments are addressing gender issues in food systems for healthy diets and suggest ways to enhance ge…
Strategic Design of Public Food Procurement to Leverage Positive Food Systems Outcomes
There is substantial potential for the procurement of food by public institutions to contribute to Sustainable Development across multiple environmental, social, and economic outcomes. In this study we used theories of policy instrumentation and learning to analyse global guidance for designing public food procurement instruments to leverage positive food systems outcomes, with the aim of informing strategic policy design. We identified 15 discre…
From Ministries of Food to National Food System Committees
Transforming the ways food systems are governed is key to achieving better social, environmental, and economic outcomes, all crucial to sustainable development. Strong multisectoral governance is critical to achieving this, but there is little evidence on the structure and function of governance mechanisms in this context. We undertook a policy review of 197 countries globally to map existing multisectoral food system governance institutions, dev…
Why health systems cannot fix problems caused by food systems
Overweight and obesity now impact one-third of the entire adult population globally, and play a role in the development of 3 of the 4 more common causes of death. Accountability systems for obesity prevention centring on food environment policies and health system strengthening have been vital for raising awareness to the lack of progress in prevention. However, health systems have struggled to prevent and treat obesity – in part because critical…

Scaling up food pricing policies in the Pacific
There are calls for governments around the world to adopt pricing policies, including taxes, subsidies and price controls that ensure all people have access to, and can afford, healthy diets. Despite the strong potential of pricing policies to promote healthy diets and to support a post-COVID-19 recovery, there are gaps in evidence with regard to ‘how’ to design and apply effective food taxes in practice, and countries report challenges in naviga…
Understanding the corporate political activity of the ultra - processed food industry in East Asia
BACKGROUND: Evidence is mounting that the ultra - processed food industry seeks to influence food and nutrition policies in ways that support market growth and protect against regulatory threats, often at the expense of public health. However, few studies have explored how this occurs in lower - middle income countries. We aimed to explore if and how the ultra - processed food industry seeks to influence food- and nutrition - related policy proce…
Food insecurity, Covid-19 and diets in Fiji – a cross-sectional survey of over 500 adults
INTRODUCTION: Food insecurity is associated with inadequate nutrition and increased rates of chronic disease. The primary aim of this study was to assess self-reported food insecurity and the perceived impact of COVID-19 on food security, in two regional districts of Central Fiji, as part of a broader program of work on strengthening and monitoring food policy interventions. The secondary aim was to explore the relationship between food insecurit…
Catalysing sustainable development through regional food system governance
Recent food system shocks and increasing climate change exposures highlight the urgency of strengthening food systems at different scales, including global, regional and national, to achieve the Sustainable Development Goals. This paper investigated opportunities to strengthen the translation of regional food system policy guidance to the national level in the Pacific Island region. We applied a theory‐informed, empirical study design, based on i…
Strategies used by the soft drink industry to grow and sustain sales
BACKGROUND: The market and non-market activities of the food and beverage industry contribute to unhealthy and unsustainable dietary patterns, increasingly in low-income and middle-income countries (LMICs). We aimed to describe how The Coca-Cola Company (TCCC), as the world market leader in the sugar-sweetened beverage sector, operationalises their activities in LMICs in East Asia, among the world's most highly populated yet under-researched coun…
Food trade among Pacific Island countries and territories
BACKGROUND: There is growing attention to intra-regional trade in food. However, the relationship between such trade and food and nutrition is understudied. In this paper, we present an analysis of intra-regional food trade in the Pacific region, where there are major concerns regarding the nutritional implications of international food trade. Using a new regional database, we examine trends in food trade among Pacific Island Counties and Territo…
Strengthening implementation of diet-related non-communicable disease prevention strategies in Fiji
BACKGROUND: Noncommunicable diseases (NCDs) are the leading cause of death globally, and the World Health Organization (WHO) has recommended a comprehensive policy package for their prevention and control. However, implementing robust, best-practice policies remains a global challenge. In Fiji, despite political commitment to reducing the health and economic costs of NCDs, prevalence of diabetes and cardiovascular disease remain the highest in th…
The tide of dietary risks for noncommunicable diseases in Pacific Islands
While some Pacific countries experienced reductions in diet related NCD risk factors over time, most did not. Most Pacific adults (88%) do not consume enough fruit and vegetables, 82% live with overweight or obesity, 33% live with hypertension and 40% live with hypercholesterolaemia. Population-wide approaches to promote fruit and vegetable consumption and reduce sugar, salt and fat intake need strengthening
Identifying opportunities to strengthen school food environments in the Pacific
Sustained and effective implementation of healthy school food policies requires continued engagement from political and community leaders, beyond initial commitment. There is potential to capitalize on political will for diet-related NCD prevention by more clearly demonstrating the institutional and operational requirements for effective and sustained implementation. Strong incentives for compliance and effective enforcement mechanisms are also l…
Benchmarking for accountability on obesity prevention
Objective: Despite broad agreement on the need for comprehensive policy action to improve the healthiness of food environments, implementation of recommended policies has been slow and fragmented. Benchmarking is increasingly being used to strengthen accountability for action. However, there have been few evaluations of benchmarking and accountability initiatives to understand their contribution to policy change. This study aimed to evaluate the …

Fiscal tools are recommended as a part of a comprehensive approach to diet-related disease prevention, however, widespread adoption has been hampered by political and economic resistance. The aim of this study was to support an advocacy coalition in the Solomon Islands with evidence-based consideration of the development and implementation of a tax on sugar-sweetened beverages (SSBs), sensitive to local contextual factors and constraints. In 2017…
The politics of food in the Pacific
Objective: Our study analysed evolving regional commitments on food policy in the Pacific. Our aim was to understand regional priorities and the context of policy development, to identify opportunities for progress. Design: We analysed documentation from a decade of regional meetings in order to map regional policy commitments relevant to healthy diets. We focused on agriculture, education, finance, health, and trade sectors, and Heads of State f…
Developing a context-specific nutrient profiling system for food policy in Samoa
The objective of this study was to develop a transparent system for defining ‘less healthy’ foods to underpin effective policy to reduce noncommunicable diseases in Samoa, replacing a fatty-meat ban lifted for accession to the WTO. In the absence of nutrition survey data, we calculated nutrient availability using food acquisition data from Samoa's Household Income and Expenditure Surveys. Together with published literature and local food composit…
Implementation lessons for school food policies and marketing restrictions in the Philippines
BACKGROUND: The school environment can enhance children's skills, knowledge and behaviours in relation to healthy eating. However, in many countries, unhealthy foods are commonly available in schools, and children can be exposed to aggressive marketing by the food industry. Taking the perspective of policymakers, this study aimed to identify barriers and enablers to effective school food policy development and implementation in the Philippines. M…
Processed foods available in the Pacific Islands
BACKGROUND: There is an increasing reliance on processed foods globally, yet food composition tables include minimal information on their nutrient content. The Pacific Islands share common trade links and are heavily reliant on imported foods. The objective was to develop a dataset for the Pacific Islands on nutrient composition of processed foods sold and their sources. METHODS: Information on the food labels, including country of origin, nutrie…
