Paradox and Punishment
Implementing trauma-informed care (TIC) in youth-serving spaces is a growing priority in the juvenile legal system, including in youth detention facilities. This study examines implementation of the six principles of TIC using in-depth interviews with detained girls ( n = 25) and survey data from detention facilities in the United States ( n = 44). In general, we find facilities understood and applied TIC. However, girls’ experiences highlight th…
Pathways to—But Not Through? Revisiting the Trauma and Recidivism Relationship Among System-Involved Youth
Research has demonstrated that exposure to traumatic experiences in childhood and adolescence can result in adverse outcomes, including mental health concerns, school troubles, delinquency, and juvenile justice system involvement. The current study draws on a framework informed by feminist pathways and trauma theories to revisit the effect of traumatic experiences on recidivism two years following initial system contact. Data from a Midwestern ju…
Disentangling Dispositions
Extant research on juvenile legal system (JLS) involved girls generally focuses on individual and proximal environmental levels that bring girls into contact with the JLS. There is less research on how the JLS responds to girls in case dispositions (e.g., sanction-based responses, treatment-focused services), and how combinations of dispositions relate to girls’ further system involvement. In this study, we apply latent class analysis (LCA) to th…
State-level arrest trends for human trafficking and prostitution in Ohio, 2008–2018
Persistent Paternalism
Prior research suggests that the juvenile legal system does too little to address the sources and underlying reasons for girls’ court referrals. Drawing on attribution theories, the current study examined perspectives that characterize the response of the system to girls’ behaviors. Data from this study were derived from a multimethod, qualitative study on system-involved girls. We find that court actors hold gendered attributions of girls’ delin…
County-level Correlates of Human Trafficking Arrest Levels in Ohio
The present study investigated county-level correlates of human trafficking arrest levels in Ohio. Study variables were comprised of measures derived from social disorganization, social capital, and physical contexts of Ohio counties ( N = 88). A negative binomial regression analysis was conducted to examine the relationship between county arrest counts and independent variables. Larger counts of human trafficking arrests were explained by higher…
Integrating Human Trafficking Data
This paper describes the process and methods of integrating human trafficking data across agency record sources. This study focuses on the process of collecting and integrating comprehensive human trafficking data for research purposes. Using a case study framework for the state of Ohio, we first explore the variation in human trafficking definitions used across agencies and the implications for integrating data sources. Second, we describe how t…
Coming Together in the Fight Against Intimate Partner Violence
Intimate partner violence (IPV) is an insidious public health concern that affects people of all demographic backgrounds. In the city of Cincinnati, Ohio there has been a significant increase in IPV-related homicides over the past 5 years. Women Helping Women (WHW), a nonprofit organization that works to prevent gender-based violence, collaborated with Cincinnati Police Department (CPD) to create the Domestic Violence Enhanced Response Team (DVER…
Diminishing Returns? Threshold Effects of Dispositions and Recidivism Among Court-Involved Girls
This study examines juvenile court responses among justice-involved girls. We analyze 10 years of court records on girls ( N = 1,102) from a Midwestern juvenile court to assess the impact of various aspects of placements and dispositions on recidivism outcomes. We explore how the number of dispositions girls receive, the type of disposition, and type of placement affect 2-year recidivism. Our findings indicate there may be a threshold effect to r…
Examining the Disconnect in Youth Pathways and Court Responses
Understanding court-involved girls’ pathways has been an important area of inquiry among feminist criminologists, and is especially crucial through an intersectional lens. This research highlights the intersectional identities of youth in the system using qualitative interview data from a Midwestern juvenile court ( n = 39). Modified analytic induction was used to develop assertions and examine perceived pathways present in the narratives of cour…

Family‐based Intervention for Legal System‐involved Girls
The increased proportion of juvenile court‐involved girls has spurred interest to implement and evaluate services to reduce girls’ system involvement. The purpose of this study was to examine the effectiveness of a family‐based intervention by using a dominant sequential mixed methods evaluation approach. First, we examined quantitative data using a quasi‐experimental design to determine whether the family‐based intervention reduced recidivism am…
Understanding the Role of Neighborhood Typology and Sociodemographic Characteristics on Time to Recidivism Among Adjudicated Youth
This study examined the effect of neighborhood disadvantage and criminogenic risk on juvenile recidivism. The sample included 893 youths involved in the delinquency/formal probation division of one Midwestern county juvenile court between 2004 and 2010. Juveniles were classified into one of three neighborhood typologies (i.e., Distressed/Disadvantage, Resilient/Mixed, Benchmark/Advantaged) based on the socioeconomic conditions in their neighborho…
A Meta‐Analysis of Program Characteristics for Youth with Disruptive Behavior Problems
There is high variability in efficacy for interventions for youth with disruptive behavior problems (DBP). Despite evidence of the unique correlates and critical consequences of girls’ DBP, there is a dearth of research examining treatment efficacy for girls. This meta‐analysis of 167 unique effect sizes from 29 studies (28,483 youth, 50% female; median age: 14) suggests that existing treatments have a medium positive effect on DBP (g = .33). For…
Defining Gender-Responsive Services in a Juvenile Court Setting
Scholars have documented the importance of developing gender-responsive services for girls in order to address their unique needs and reasons for entering the juvenile justice system. Although researchers have made progress in efforts to develop gender-responsive services, the research and policy literature does not provide a clear definition of what constitutes a gender-responsive approach. This study examined qualitative interviews with juvenil…
Estimating the Prevalence of Human Trafficking in Ohio, 2014–2016
Objectives. To develop statewide estimates of known victims and individuals at risk of human trafficking in Ohio. Methods. We collected information from 12 state and local sources including child welfare, legal services, and law enforcement data. We collected the data from agency records dating 2013 to 2018. However, the majority of data were from calendar years 2014, 2015, and 2016 (roughly 95% across individual and aggregate sources). We used p…
Disproportionate minority contact in the juvenile justice system
Historically, minority youth have experienced harsher punishments and more negative outcomes than White youth even when risk assessment is used. The current study investigated the role of ethnicity in an understudied dispositional decision–program referral–and the outcomes associated with said referral using a sample of juvenile offenders (N = 2,678). The study used the Youth Level of Service/Case Management Inventory (YLS/CMI) to determine (1) i…
Risk Assessment and Juvenile Justice
Research Summary In this study, we examine the interaction between race, gender, and risk assessment score on risk for recidivism. We used the Youth Level of Service/Case Management Inventory (YLS/CMI) to measure criminogenic risk among a sample of delinquent youth. The results of multivariate Cox regression revealed a significant interaction between race, gender, and risk score when predicting recidivism. The findings indicated that the slope of…
Current U.S. Agency-Level Trends in Supporting Implementation of Evidence-Based Practices in Parole
Parole agencies must protect public safety and promote successful offender reentry. To date, little is known at a national level about the extent to which agencies have the infrastructure and support to implement evidence-based practices to help them in these efforts. Results from this nationally-representative (U.S.) survey of senior parole suggest that most agencies are aware of and have taken steps to formalize implementation of some evidence-…
Youth Drug Offenders
Understanding the criminogenic risk factors and treatment needs of juvenile drug offenders is important because of the myriad negative outcomes that befall juveniles that are involved in drugs. A widely used juvenile risk assessment tool, the Youth Level of Service/Case Management Inventory (YLS/CMI) was utilized to explore criminogenic risk factors and treatment needs to predict recidivism. Demographic differences between drug and nondrug offend…
Gender-Responsive Intervention for Female Juvenile Offenders
The increasing proportion of girls in the juvenile justice system has prompted courts to develop gender-responsive services. The present study examined data from a mid-sized county juvenile court to examine the effects of a group home intervention for girls. The study compared group home participants ( n = 172) with girls who did not receive group home treatment ( n = 814) using propensity score matching (PSM). Girls who received group home treat…
