  • Protecting Civilians in Refugee Camps

Zachary A Lomo, Zachary Lomo•ARTICLE•Journal of Refugee Studies•2015

In this book Janmyr argues that refugee host States, the Office of the United Nations High Commissioner for Refugees (UNHCR), and UNHCR’s implementing partners could be held internationally responsible for the human rights violations of refugees and internally displaced persons (IDPs) in camps. In so doing, she examines the circumstances under which this could happen and how responsibility for human rights violations that occur in the camps could…

Of the estimated 12 million refugees in the world, more than 7 million have been confined to camps, effectively warehoused, in some cases, for 10 years or more. Holding refugees in camps was anathema to the founders of the refugee protection regime. Today, with most refugees encamped in the less developed parts of the world, the humanitarian apparatus has been transformed into a custodial regime for innocent people. Based on rich ethnographic dat…
