    Recruiting carers to look after children is central to foster care programs. This article is a case study describing foster care recruitment at a non-government agency (Burnside) in Sydney during 1988 to 1989.     The increased emphasis on foster care in child welfare depends upon successful recruitment of foster carers. For workers concerned with recruitment of foster carers, this article provides a planning framework and raises research questions based on an overview of the relevant literature.
