  • Political economy of taxation, debt ceilings, and growth

Open Access•Yuki Uchida, Tetsuo Ono•ARTICLE•European Journal of Political…•2021

This study presents voting on policies, including labor and capital income taxes and public debt, in an overlapping-generations model with physical and human capital accumulation, and analyzes the effects of a debt ceiling on a government's policy formation and its impact on growth and welfare. The results show that the debt ceiling induces the government to shift the tax burdens from the older to younger generations, but stimulates physical capi…

  • Aging, Pensions, and Growth

    Tetsuo Ono•ARTICLE•FinanzArchiv•2017

This study presents an endogenous-growth overlapping-generations model featuring probabilistic voting over public pensions. The analysis shows that (i) the pension-GDP ratio increases as life expectancy increases in the presence of an annuity market, while it may show a hump-shaped pattern in its absence; (ii) the growth rate is higher in the presence of an annuity market than in its absence, but its presence implies an intergenerational trade-of…

  • Environmental Tax Reform, Economic Growth, and Unemployment in an OLG Economy

    Tetsuo Ono•ARTICLE•FinanzArchiv•2007

This paper develops an overlapping-generations model characterized by endogenous growth, unemployment, and pollution. The paper focuses on the replacement ratio, which measures the proportion of after-tax work earnings replaced by unemployment benefits, and considers a replacement-ratio-neutral reform in which the environmental tax is devoted to cutting the employees' rate of contribution to unemployment insurance. Under this reform, (i) the grow…

  • Environmental-tax-financed Social Security Tax Cuts and the Double Dividend

    Tetsuo Ono•ARTICLE•FinanzArchiv•2005

This paper presents a two-period overlapping-generations model in which (i) firms create environmentally harmful emissions as by-products of production, and (ii) social security tax revenue from the working young is transferred to the retired elderly as pay-as-you-go social security benefits. In this framework, the paper considers a revenue-neutral reform in which the government undertakes an environmental-tax-financed social security tax cut; th…
