Place, devolution and industrial strategy
On 4 July 2024, the UK elected the first Labour Government for fourteen years. Levelling-up beyond the metropolis
We consider whether the UK government’s levelling-up governance model of Combined Authorities and metro-mayors is the most appropriate solution for beyond the metropolis. We draw on case study research from the Mersey Dee area between North East Wales and North West England. The paper addresses three propositions. This paper explores the economic thinking behind the UK Coalition government's new framework for achieving local growth and the creation of Local Enterprise Partnerships in England. It does so in the light of recent debates about 'space-neutral' and 'place-based' policymaking.
