Comment On “The Paraguayan Rosetta Stone”
Potthast, "New Insights into the Demographics of the Paraguayan War, 1864-1870," published in these pages in 1999. 1 The discovery of census data for thirty Paraguayan districts for 1870 is significant, but this particular census only raises more questions. Contrary to the assertions of Whigham and Potthast, it does not settle the debate over the demographic impact of the War of the Triple Alliance on Paraguay.

This article, utilizing medical histories and municipal public health reports, focuses on tubercular men, women, and children of the working poor in Buenos Aires between 1885 and 1915. Crowded living conditions and an insanitary working environment increased the poor's susceptibility to tuberculosis. Yerba mate, a primitive forest industry, demonstrates the interaction of private and state enterprise in nineteenth century Paraguay. A low capital investment industry based upon utilizing seasonal and unskilled labor, yerba mate was financed, collected, and sold by the private entrepreneur and the state.
