Some Legacies of Robbins' An Essay on the Nature and Significance of Economic Science
This paper criticizes three Robbinsian positions still often found in modern economics: (1) the methodology of intuitively obvious assumptions; (2) treating facts as illustrations rather than as tests of theoretical propositions; (3) assuming that theory provides universally applicable generalizations independent of the characteristics of individual economies and so are independent of specific historical processes. Two corollaries of point (3) ar…

GPT‐Driven, Endogenous Growth
Seven years after Helpman's (1998) book on general purpose technologies (GPTs), there is a dearth of subsequent models. Early models employed technically complex dynamic optimising techniques which limited further development. We present a model in which sustained growth is driven by a succession of GPTs that is technically simpler than the early models yet captures stylised facts that were omitted from them. Ours has diminishing returns to input…
Should Provinces Expand Gambling
State-sponsored gambling is now widespread in both Canada and the United States. The purpose of this paper is to provide a critical analysis of gambling as a revenue-raising instrument for government. We begin by outlining key principles, and then demonstrate how a realistic appraisal of the economic and employment effects of expansion can be achieved. Next, we evaluate gambling as a source of revenue and jobs. A discussion of cost issues and a b…

Nafta and other regional FTAs
Regional trade liberalizing agreements are placed within the context of multilateral trade liberalization. While the EU is a trading block, neither NAFTA nor the proposed Western Hemisphere Free Trade Area (WHFTA) is such a block because they establish neither a common external trade policy nor a bureaucracy to administer it. The self‐interest of the non‐US member countries should prevent NAFTA/WHFTA from evolving into such a block. Thus the outw…

Part I argues that empirical evidence shows controls have little permanent effect on the price level. The Relation between Unemployment and the Rate of Change of Money Wage Rates in the United Kingdom, 1862-1957
in the United Kingdom (W) can be explained to a very large extent by: (i) the percentage of the labour force unemployed (U), and (ii) the rate of change of unemployment (U). After an inspection of the data, Phillips concluded not only that there is a clearly observable relationship between these variables, but that the form of the relationship has been remarkably stable over a period of almost one hundred years. The purpose of the present paper i…

The Theory of Customs Unions
In his book The Customs Union Issue Professor Viner draws the distinction between the trade-creating and the trade-diverting effects of a customs union. In any theory of customs unions this must be a fundamental distinction. However, after defining the two terms, Professor Viner goes on to conclude that, in some sense, trade creation may be said to be a ' good thing' and trade diversion a ' bad thing '*2 When a customs union is formed, relative p…

Incomes Policy
In this paper we examine the effects of the policies of wage and price that have at various times been employed in Britain since 1945. We have taken the two-equation model that has been studied extensively in the context of data for both the United Kingdom and the United States,2 and have assumed that, although far from perfect, this model will be a good enough statistical description of wage and price inflation to allow it to catch any major inf…

The Micro Theory of the Phillips Curve Reconsidered
that the familiar model of demand and supply for labour does not provide a functional relationship between the operational concept of unemployment and excess demand and supply. Hence a relation between the rate of change of money wages and the rate of unemployment cannot be derived from this model and the Lipsey type of theoretical justification for the Phillips curve phenomena is not valid
