    Objective This article explores how economic development facilitates the creation of interest groups that seek to improve their “capabilities” that, as Amartya Sen has explained, can enhance human freedom. Mancur Olson's work shows that long periods of political stability can foster “distributive coalitions” that benefit small interest groups at the expense of the nation.     This paper uses data on over 2800 house sales in Jacksonville, Florida, to estimate the impact of neighbourhood characteristics on house prices. A GIS progamme is used to develop neighbourhood characteristics that are unique to each observation, thereby allowing the evaluation of the impact of neighbourhood attributes in proximity to the dwelling.     A decade of economic stagnation has produced a plethora of calls for government action to stimulate economic growth in employment.   • The Changing Status of Economic Minorities, 1948–1977

    Our results indicate that the median income of economic minorities relative to that of whites does not adequately represent the entire income distribution. Among black males, for example, only the lower half of the income distribution experiences a significant change in relative income over the business cycle. The secular trend shows similar variation.
