Cinéma et régulation
Screen monopoly and diversity
In recent years, there have been many voices in Korea arguing that a few commercially successful films take up the opportunities for the exhibition of other films and thus limit the selection of titles available for moviegoers, a trend dubbed the “screen monopoly”. In seeking a solution, a number of scholars have looked to the anti-screen monopoly “regulations” in France, but without providing rigorous or persuasive evidence. By comparing the app…
The Impact of Subsidies on Film Quality
There is a widespread belief that the higher the level of subsidies, the better the performance of film industries (both in quantity and quality). This article focuses on film quality—evaluated by audiences and critics—and scrutinizes this assumption through four selected countries—France, Korea, UK, and US. The main findings of this article are summarized through two points. First, despite the Korean film industry receiving the lowest level of p…
The impact of protectionism on cultural industries
Hollywood studios have actively sought to export more films to China in order to benefit from its huge film market. Facing this expansion, the Chinese government has introduced quotas in order to restrict the market access of foreign films while protecting its domestic film industry and preserving Chinese values. Nonetheless, this protectionism has brought about an unexpected effect; a limited number of Hollywood films in China have been able to …

Overcoming the Incoherent ‘Grand Maneuver’ in the French Film and TV Markets
In 1989, the Member States of the European Union integrated their TV markets together in order to create a larger and more open ‘single TV market’ through the Television without Frontiers Directive. The French film industry used this opportunity to extract additional revenues by implementing TV quotas and strengthening the chronologie des médias . This paper examines the impact of these two measures on the French film and TV industries and shows …
When protectionism does not protect you anymore! How to enhance the European film industry
In recent years, the role of cultural industries has been of increasing interest for governments around the world. This has been particularly the case with the audio-visual industries, such as the
The myth of subsidies in the film industry
It has been widely believed that subsidies can help revive film industries, but the link between the intent and the actual results deserves more careful scrutiny. This paper addresses this issue by comparing and analyzing Europe and the United States. Originally, Europe’s subsidies were developed to increase the number of film productions, but they soon became ineffective and were largely exploited by Hollywood as a way to circumvent European pro…
The true impact of shorter and longer copyright durations
In the mainstream, there has been a strong advocacy to prolong copyright duration. This makes it an important task to rigorously examine if a longer copyright duration is helpful in guaranteeing the earnings of authors from their works as well as the promotion of cultural creativity and diversity. In contrast to many previous studies that have been rooted in law-based perspectives, this paper addresses these issues by adopting a business and econ…

This article explores which trade-related policies are effective – that is both economically and culturally sound – to promote the film industry that has recently been highlighted more due to its prominent political, economic and cultural dimensions. The Success of K-pop
Over the past decade, a specific form of Korean popular music— K -pop—has enjoyed huge success around the world. Previous explanations have mostly focused on the demand side, such as intra-Asian cultural relations. This paper shifts the focus onto the supply side. Firstly, it presents new evidence on the scale of K -pop’s success in markets—with price-tags or no price-tag. Secondly, it argues that K -pop firms have been successful because they ha…
The Real Impact of Subsidies on the Film Industry (1970s-Present)
Many countries are becoming interested in developing their film industries as a way of promoting their national culture and increasing their soft power. With the continued global dominance of Hollywood films, policy makers are increasingly considering government subsidies as an essential tool in promoting their national film industries. However, the actual effectiveness of subsidies in promoting a film industry remains debatable. In order to bett…
The Effect of Screen Quotas and Subsidy Regime on Cultural Industry
There are voices in France advocating for a Korean-type screen quota system, seen as a key ingredient in the success of the Korean film industry. At the same time, there are calls in Korea for a French-type subsidy regime to be implented as a way to achieve a further take-off. This paper shows that the Korean screen quota has little correlation with Korea’s success. For the French case, its huge subsidies have had no impact on improving the attra…

Section 1 describes the ‘long march’ of the European Commission from the ‘Old’ Approach to the ‘New’ Approach to the ‘New Legislative Framework’, a march…

Measuring the Costs of Protection in Europe
Trade protection costs the European Community between 6 and 7 percent of its gross domestic product, or the equivalent of the annual economic output of Spain. Continuing the Institute's series on trade protection in major countries (which already includes the United States, Japan, Korea, and China), this study by Patrick A. Messerlin is the first attempt to measure the impact of all types of protection in the European Union.Messerlin uses partial…
France and trade policy
Drawing attention to the marked similarities between the French stance in the negotiations leading up to the Franco-British treaty of 1860 and its attitude during the GATT Uruguay Round of the early 1990s, the author investigates the roots of French protectionism in domestic issues. He stresses the weakness of the constitutional system in France that has led to a search for stability in other arenas which in turn has inhibited progress towards fr…

Certes, chaque pré-accord reste condition…

Antidumping Policies in the United States and the European Community
Anti-dumping policies of the US and the European Community (EC) have converged since the 1980s as evidenced by their similar structures and time pattern of procedures. This was demonstrated during the Uruguay Round talks when both the US and the EC resisted changes in Article VI of the General Agreement on Tariffs and Trade. The convergence of the US and the EC in their anti-dumping measures is due to the weakening commitment to free trade
